Debra Hilstrom, Chair of the Public Safety Policy & Oversight Committee, started the House Public Safety Policy & Oversight Committee Interim Hearing at 9:07 am on Wednesday, September 30, 2010 in Room 5 of the State Office Building.

The following individuals presented on the trends in drugs and drug offenders in Minnesota, and took questions from the committee:

Dave Bjerga, Bureau of Criminal Apprehension
Andy Smith, Lieutenant, Minneapolis Police Department
Troy Appel, Commander, SE Minnesota Task Force
Leko, Joe, Sargeant, Commander
Phil Prokopowicz, Assistant Dakota County Attorney

Gary Karger, House Fiscal Analyst, provided information on drug-related arrests, as it pertained to the testimony of the previous testifiers.

Steve Thomas, Network for Better Futures, presented on the social experiences and strategies for drug use rehabilitation, and took questions from the committee.

Carol Falkowski, Minnesota Department of Human Resources, presented on the national and state trends in drug abuse, and took questions from the committee.

Chair Hilstrom called for a recess at 12:03 pm, and announced the agenda would resume at 12:30 pm.

Chair Hilstrom resumed the hearing at 12:40 pm.

The following individuals presented on drug use, treatment, and prevention and took questions from the committee:

Midge Christianson, Director, 6-West Community Corrections

Gary Karger, House Fiscal Analyst, provided information on drug-related offenses, as it pertained to the testimony of the previous testifiers.

Rich Scherber, Executive Director, Minnesota Teen Challenge, provided a presentation of his diversion and drug treatment program and took questions from the committee.

Adam Peterson, Teen Challenge Prevention Program, provided a presentation on the organization’s teen drug prevention program and took questions from the committee.

The following individuals gave a presentation on youth in Minnesota correctional facilities and took questions from the committee:

The following individuals provided presentations on the impact of drugs and drug convictions, and took questions from the committee:

Gary Karger, House Fiscal Analyst, provided a presentation of Minnesota state and local budget cuts and their influence on drugs and drug treatment.
