MINUTES


Representative Michael Paymar, Chair of the Public Safety Finance Division Committee, called the eighteenth meeting to order at 8:34 a.m. Thursday, March 12, 2009 in the Basement Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Rep. Bigham moved the Public Safety Finance Division minutes from March 10, 2009. MOTION PREVAILED AND THE MINUTES ARE APPROVED.

A review was provided to committee members on the activities and 2010-2011 Governor’s budget request for the Minnesota Board of Judicial Standards.

HF554 (Davnie) Rep. Davnie presented HF554.

Testifying on HF554:

Betsy Hodges, City Councilperson, Chair of Intergovernmental Committee, City of Minneapolis

Rep. Kohls moves an oral amendment to HF554 as follows:
Page 1, Line 7 delete "$8,000,000"
insert "$3,000,000"
Page 1, Line 14 delete "$8,000,000"
insert "$3,000,000"

Rep. Davnie considered the oral amendment friendly. Rep. Kohls moved the oral amendment and it was incorporated into the bill.

Chair Paymar moved that HF554, as amended, be recommended to pass and returned to the Finance committee with a recommended re-referral to the Committee on Capital Investment. MOTION PREVAILED.

HF267 (Hortman) Motor vehicle restraint required for child passengers under age eight and shorter than four feet nine inches and seat belt requirement modified accordingly.

Chair Paymar moved that HF267 be recommended to pass and be re-referred to the Committee on Finance with a re-referral to the General Register.

Chair Paymar moved the H0267A4 amendment (attached). THE AMENDMENT WAS ADOPTED.

Chair Paymar moved that HF267, as amended, be recommended to pass and be re-referred to the Committee on Finance with a re-referral to the General Register. MOTION PREVAILED.


HF509 (Hilstrom) Public defender representation provisions modified.

Rep. Hilstrom moved that HF509 be recommended to pass and be laid over for possible inclusion in the Public Safety Finance Omnibus bill.

Rep. Hilstrom considered the oral amendment friendly. The amendment is incorporated. MOTION PREVAILED.

Chair Paymar moved that HF509 be recommended to pass and be laid over for possible inclusion in the Public Safety Finance Omnibus bill.

HF161(Thissen) Medical response unit reimbursement pilot program established, emergency medical services programs funded.

Chair Paymar moved that HF161 be recommended to pass and returned to the Finance Committee with a recommended re-referral to the Agriculture, Rural Economies and Veterans Affairs Finance.

Chair Paymar moved that HF161 be recommended to pass and returned to the Finance Committee with a recommended re-referral to the Agriculture, Rural Economies and Veterans Affairs Finance. MOTION PREVAILED.

The meeting was adjourned at 10:05 a.m.
