Representative Murphy, Cultural and Outdoor Resources Finance Division, called the meeting to order at 4:10 P.M. on December 14, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 4:30 P.M.

Chair Murphy presented letter from David Zentner and the Dedicated Funding Working Group.

The following testifiers responded to the public input on M.S. Law Chapter 172 Definitions for Protect, Restore, Enhance:
Jim Lyons, Robbinsdale; and Lance Ness, President, Fish and Wildlife Legislative Alliance

Chair Murphy turned the meeting over the Rep. Morgan. Rep. Morgan presented the draft of M.S. Law Chapter 172 Legislative Guidelines and opened discussion to committee members. Rep. Morgan presented a deadline of Thursday, December 31 for public input to be submitted.

Ron Soderberg, House Fiscal Analyst, presented an update on the November Revenue Forecast and its impact on the legacy funds.

The following testifiers presented a brief update on the Arts and Cultural Heritage Framework planning:
Andrea Hart Kajer, Deputy Director, Minnesota Historical Society; and Stanley Romanstein, President, Minnesota Humanities Center.

The following testifiers presented a brief update on the Parks and Trails Framework planning:
Cortland Nelson, Director, Division of Parks and Recreation, Department of Natural Resources; and Mary Vogel, Co-Director, Center for Changing Landscapes, University of Minnesota.

The following testifiers presented a brief update on the Outdoor Heritage Framework planning:
Mike Kilgore, Chair, Lessard-Sams Outdoor Heritage Council.

The following testifiers presented a brief update on the Sustainable Water Resources Framework planning:
Deb Swackhamer, Co-Director, Water Resources Center, University of Minnesota.

The meeting was adjourned at 7:20 P.M.
