HEALTH CARE AND HUMAN SERVICES FINANCE DIVISION

Chair Thomas Huntley called the thirty-first meeting of the Health Care and Human Services Finance Division to order at 1:37 p.m. on Wednesday, April 15, 2009, in Room 200 of the State Office Building. A quorum was present.

The committee legislative assistant noted the roll:

Representative Gottwalt moved approval of the April 14, 2009, minutes. The motion prevailed.

HF 120 (Hosch) - Health care cooperative arrangement oversight established, rural area health care service access increased, and money appropriated.

Representative Hosch moved HF 120 be recommended to pass and returned to the Committee on Finance.

Discussion occurred and Chair Huntley moved adoption of the H0120A3 amendment. Discussion continued.

Representative Emmer moved to amend the motion from a recommendation to pass and be returned to the Committee on Finance to one of being laid on the table, and requested a roll call vote which failed 5-13 as follows:

Chair Huntley again moved adoption of the H0120A3 amendment and the motion prevailed. Discussion of the bill as amended continued and Representative Gottwalt moved an oral amendment as follows:

Page 1, delete section 1 and renumber accordingly

Discussion occurred and the motion did not prevail. Discussion of the bill continued and Representative Dean moved to amend the motion to pass and return to the Committee on Finance to one of being laid over for possible inclusion in the Health Care and Human Services omnibus bill. The motion did not prevail.

Representative Hosch renewed his motion that HF 120, as amended, be recommended to pass and returned to the Committee on Finance. A roll call vote was taken on the bill, as amended, at the earlier request of Representative Emmer as follows:
