MINUTES


Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:34 pm on Thursday, March 11, 2010 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Ward moved that the minutes from Tuesday, March 9, 2010 be adopted. THE MOTION PREVAILED.

Representative Slawik moved that HF3088 (Hayden), Children and family service technical and policy provisions changed, Minnesota family investment program and adult supports provisions changed, and child welfare provisions changed, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Representative Slawik moved that HF3239 (Abler), Licensing provisions changed, and background study requirements, disqualifications, and data classification modified, be recommended to pass and be placed on the General Register.

Representative Greiling moved the H3239A3 amendment (attached). THE AMENDMENT WAS ADOPTED.

Representative Slawik renewed the motion that HF3239, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Presentation of the School Readiness Funders Coalition Agenda:

Representative Nornes moved that HF3471 (Nornes), State Advisory Council on Early Childhood Education and Care duties modified, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Representative Nornes moved the H3471A1 amendment (attached). THE AMENDMENT WAS ADOPTED.

Testifying in favor of HF3471, as amended:

Denise Mayotte, Executive Director, The Sheltering Arms Foundation

Chair Slawik answered the question: Because HF3471 deals with the Governor’s Council on Early Care and Education, shouldn’t it go through the State and Local Government Operations Reform, Technology and Elections committee?

Representative Nornes laid over HF3471, as amended, for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Representative Slawik moved that HF3470 (Slawik), State Advisory Council on Early Childhood Education and Care membership and duties modified, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Representative Slawik moved the H3470A1 amendment (attached). THE AMENDMENT WAS ADOPTED.

Testifying in favor of HF3470, as amended:

Representative Slawik laid over HF3470, as amended, for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Chair Slawik resumed the gavel at 5:18 pm.

Representative Peterson moved that HF3510 (Peterson), A bill for an act relating to early childhood education; creating a Department of Early Childhood Care and Education, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Representative Peterson moved the H3510A1 amendment (attached).

Representative Peterson moved to incorporate an oral amendment to proposed amendment H3510A1 as follows:
Delete Page 1, Line 3.
Delete Page 1, Line 4.
THE AMENDMENT WAS INCORPORATED.

Representative Peterson moved amendment H3510A1, as amended. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Testifying in favor of HF3510, as amended:

Karen Kelley-Ariwoola, Vice President of Community Philanthropy, The Minneapolis Foundation

Representative Peterson answered the questions: Will children’s mental health be excluded from the Office? Why does the bill have the Governor appointing the Commissioner instead of a board appointing the Commissioner? Does the Governor pick the Commissioner in other states? Is there a process in the bill that would require a report to the Legislature on the effectiveness of the Commissioner?

Representative Peterson laid over HF3510, as amended, for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Presentation of the Early Learning Study by Department of Human Services and Department of Education:

Elizabeth Roe, Manager, Child Care Assistance Program, Minnesota Department of Human Services

Karen Carlson, Early Learning Services Director, Minnesota Department of Education

Representative Buesgens moved that HF3432 (Downey), Quality rating and improvement system modified, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Representative Buesgens answered the question: Would implementation pieces of QRIS need approval?

Representative Buesgens laid over HF3432 for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

The meeting was adjourned at 5:59 pm.
