MINUTES


Representative Nora Slawik, Chair of the Early Childhood Finance & Policy Division, called the meeting to order at 4:36 pm on Tuesday, March 02, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Peterson moved that H.F. 3200 (Peterson), Early childhood community partnerships grant program created, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Testifying in favor of HF3200:
Karen Kingsley, Director of Policy and Civic Engagement, Ready 4 K
Jane Patrick, Coordinator, Fergus Falls Early Childhood Initiative
Nancy Jost, Early Childhood Coordinator, West Central Initiative

Ms. Patrick and Ms. Jost answered questions:
Are the Minnesota Initiative foundations (MIFs) doing these partnerships? What happened to the Family Service Collaboratives? Are they still around?

Testifying in opposition of HF3200:
Dr. Karen Effrem, Director of Government Relations, EdWatch

Representative Peterson and Ms. Kingsley answered questions:
The bill mentions two types of grants, are they coupled together? Is there a guaranteed grant amount? If a grantee is awarded a planning grant is the grantee guaranteed an implementation grant afterwards?

Representative Peterson laid over HF3200 for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Representative Ward moved that the minutes from Thursday, February 25, 2010 be adopted. THE MOTION PREVAILED.

Child Care Advisory Task Force Recommendations Report
Cherie Kotilinek, Manager, Child Care Assistance Program, Minnesota Department of Human Services

Ms. Kotilinek answered questions: What percentile of market rate childcare cost does the legislature pay? Would any of the recommendations put the state out of compliance with federal requirements? Did the task force look at broader delivery model changes? How will a reformed eligibility framework follow the child?

Representative Jackson moved that HF3220 (Jackson) A bill for an act relating to early childhood education; modifying the child care assistance programs, be heard and laid over for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

Testifying in favor of HF3220:
Mary Sigurdson, Minneapolis Public Schools, District Teenage Pregnancy and Parenting Coordinator

Ms. Sigurdson answered the question: Are there parenting class for the teen parents?

Representative Jackson laid over HF3220 for possible inclusion in the Omnibus Early Childhood Finance & Policy Division bill.

The meeting was adjourned at 5:58 pm.
