MINUTES


Chair Wagenius called the meeting to order at 8:33 A.M. on March 19, 2009 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

John Jaschke, Executive Director, Board of Soil and Water Resources (BWSR), presented the 2010-2011 budget.

A quorum was present at 8:40 A.M.

Also testifying on the BWSR budget:

Kevin Lines, BWSR Conservation Easement Section Manager, testified.
Julie Klocker, BWSR Assistant Director
Judy Erickson, Minnesota Association of Soil and Water Conservation Districts
Ron Harnack, Red River Watershed Management Board
Lance Yohe, Ex-Director, Red River Basin Commission
Dan Wilkins, former Chairman, Red River Basin Commission


HF1031 Wagenius, (1st Engrossment), Comprehensive statewide sustainable water resources detailed framework funding provided, and money appropriated.

Representative Wagenius explained that the committee had been working off of the wrong engrossment yesterday and moved that HF1031 be recommended to pass and referred to Finance, with a recommendation for re-referral to Cultural and Outdoor Resources Finance.

Representative Wagenius moved the A09-1065 amendment and presented it.

Representative Torkelson moved an oral amendment to the amendment as follows: line 1.4, after "office", insert "and the Clean Water Council". Representative Wagenius incorporated the oral amendment.

The vote was taken on the amendment as amended. The motion prevailed and the amendment was adopted.

Representative Wagenius renewed her motion. The motion prevailed and HF1031 as amended is recommended to pass and re-referred to Finance, with a recommendation for re-referral to Cultural and Outdoor Resources Finance.


The committee adjourned at 10:00 P.M.
