Representative Carlson, Chair of the Finance Committee, called the meeting to order at
6:34 P.M. Thursday, February 11, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Benson moved approval of the minutes of Wednesday, February 10, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division report for HF2680, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION RPORT WAS ADOPTED.

Rep. Huntley moved that HF2680, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Murphy, E. presented HF2680, First Committee Engrossment (Murphy, E.) Mental health urgent care and consultation services established, general assistance medical care program modified, and money appropriated.

Rep. Huntley moved to amend HF2680, First Committee Engrossment. (See attached amendment H2680A11-1).

Rep. Murphy, E. explained amendment H2680A11-1.

Rep. Huntley renewed the motion to amend HF2680, First Committee Engrossment. (See attached amendment H2680A11-1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley moved to amend HF2680, First Committee Engrossment, as amended, as follows:

Page 17-19, Delete section 14

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thissen moved to amend HF2680, First Committee Engrossment, as amended. (See attached amendment H2680A8).


Rep. Thissen incorporated a technical amendment to amendment H2680A8, as follows:

Page 1, line 18, after the word "finance" insert "and Veteran’s Affairs Finance"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Huntley renewed the motion that HF2680, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways & Means. THE MOTION PREVAILED.

HF2874 John Ward Crosby; veteran nursing home funding provided, bonds issued, and money appropriated.
HF2889 Al Juhnke Livestock production input temporary lien allowed for 30 days following mediation request.
HF2916 Al Juhnke Department of Veteran Affairs commissioner role clarified in providing certain resources for the county veterans service offices.

As of Thursday, February 11, 2010 the following bills are referred to the Capital Investment Finance Division:
HF2893 Larry Howes Capital improvement funding provided, new programs established and existing programs modified, previous appropriations canceled and modified, bonds issued,
HF2909 Sarah Anderson State agencies required to track and report on the number of jobs created or retained as a result of capital project funding.

As of Thursday, February 11, 2010 the following bills are referred to the Cultural and Outdoor Resources Finance Division:
HF2882 Rick Hansen Outdoor heritage funding provided from constitutionally dedicated funds, and money appropriated.
As of Thursday, February 11, 2010 the following bills are referred to the Energy Finance and Policy Division:
HF2834 Frank Hornstein Public utilities commission required to open docket to examine integration of electric vehicles into Minnesota's electricity grid.
As of Thursday, February 11, 2010 the following bills are referred to the Environment and Natural Resources Finance Division:
HF2857 Mark Murdock Perham; Perham Resource Recovery Facility funding provided, bonds issued, and money appropriated.
HF2858 Robin Brown Blazing Star Trail funding provided, bonds issued, and money appropriated.
HF2868 Gail Kulick Jackson Milaca; pedestrian bridge funding provided, bonds issued, and money appropriated.
HF2875 Loren Solberg Northwoods Regional All-Terrain Vehicle Trail acquisition and development funding provided, bonds issued, and money appropriated.
HF2894 Paul Marquart Watershed district borrowing authority increased.
As of Thursday, February 11, 2010 the following bills are referred to the Health Care and Human Services Finance Division:
HF2562 Paul Thissen COBRA premium state subsidy eligibility extended and modified.
HF2841 Jeff Hayden Long term care ombudsman directed to expand the volunteer ombudsman program, and money appropriated.
HF2859 Steve Simon Nursing facility rate provisions modified.
HF2895 Al Juhnke ICF/MR variable payment rates modified.
As of Thursday, February 11, 2010 the following bills are referred to the Higher Education and Workforce Development Finance and Policy Division:
HF2839 Julie Bunn Minnesota entrepreneur virtual assistance network authorized, and money appropriated.
HF2849 Kim Norton Minnesota and Wisconsin small business start-ups comparative study of state laws provided.

As of Thursday, February 11, 2010 the following bills are referred to the K-12 Education Finance Division:
HF2850 Jerry Newton School district additional flexibility provided.
HF2860 Jerry Newton Lease levy revenue amounts modified for certain school districts.
HF2885 Jim Davnie Capital project referendum ballot language modified in cases where the same level of taxing authority is renewed.
HF2890 Larry Haws Certain school districts relieved of contract penalty.
HF2910 Jim Davnie School districts authorized to bill nonpublic schools and charter schools for any unreimbursed pupil transportation costs.

HF2844 Steve Smith Public safety-related funding provided, and money appropriated.
