Representative Carlson, Chair of the Finance Committee, called the meeting to order at 8:07 A.M. on Tuesday, April 28, 2009, in Room 200 of the State Office Building.

Rep. Mahoney presented HF0927, Second Engrossment (Mahoney) Construction codes and licensing modified.

Chair Carlson moved to amend HF0927, Second Engrossment. (See attached amendment H0927A5).

John Schultz, Assistant Director, Construction Codes and Licensing, Minnesota Department of Labor and Industry responded to questions regarding the proposed amendment A0927A5 to amend HF0927, Second Engrossment.

Rep. Brod moved to amend the proposed amendment H0927A5, as follows:

Page 1, line 6, delete "the" and insert "that"

Chair Carlson incorporated the oral amendment into Amendment H0927A5.

Rep. Howes moved to amend HF0927, Second Engrossment, as amended. (See attached amendment H0927A6).

Rep. Howes moved to incorporate the following oral amendment to the proposed amendment H0927A6, as follows:

Page 1, line 2, delete "delete section 9 and" and insert "after line 6"

Rep. Rukavina moved adoption of the Higher Education and Workforce Development Finance and Policy Division Report for HF1081, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Rukavina moved that HF1081, First Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Mahoney presented HF1081, First Committee Engrossment (Mahoney) Small growth business growth acceleration program eligibility expanded, matching funds required, and money appropriated.

Jim Konrad, Director, Enforcement Division, Minnesota Department of Natural Resources (DNR) and Ray Bohn, Lobbyist, Amateur Riders Motorcycle Association (ARMA) responded to questions regarding HF1237, First Committee Engrossment, as amended.

Rep. Benson renewed the motion that HF1237, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.


Rep. Benson moved adoption of the Health Care and Human Services Policy and Oversight Division Report for HF0818, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Hilstrom presented HF0818, First Committee Engrossment (Hilstrom) Financial records disclosure in connection with financial exploitation investigations authorized, procedures for reporting and investigating maltreatment modified, duties of financial institutions in cases of financial exploitation specified, financial exploitation crime modified, and penalties imposed.

Iris Freeman, Legislative Coordinator, Vulnerable Adult Justice Project, William Mitchell College of Law responded to questions regarding HF0818, First Committee Engrossment.

Rep. Benson renewed the motion that HF0818, First Committee Engrossment be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Benson moved adoption of the Housing Finance and Policy and Public Health Finance Division Report for HF2036, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Gottwalt presented HF2036, First Committee Engrossment (Gottwalt) Commissioner of health required to convene an Alzheimer's disease working group, report required.

Mary Birchard, Executive Director, Alzheimer’s Association, responded to questions regarding HF2036, First Committee Engrossment.

Tom Barrett, Executive Director, Minnesota Gambling Control Board, responded to questions regarding the proposed Amendment H1511A8 amending HF1511, First Committee Engrossment.
