Representative Carlson, Chair of the Finance Committee, called the meeting to order at
10:14 A.M. on Monday, May 3, 2010, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Hausman moved approval of the minutes of Wednesday, April 28, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Thissen moved that SF1761, Third Engrossment be recommended to pass and placed on the General Register.

Rep. Thissen moved to delete the language from SF1761, Third Engrossment and amend in the language from HF1847, First Engrossment. THE MOTION PREVAILED.

Rep. Fritz presented SF1761, Third Engrossment, as amended (Fritz) Health plans required to establish equal out-of-pocket requirements for oral and intravenously administered chemotherapy medications.

Rep. Thissen moved to amend SF1761, Third Engrossment, as amended. (See attached amendment S1761A7).

John Hustad, American Cancer Society, explained the proposed Amendment S1761A7 to amend SF1761, Third Engrossment, as amended.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thissen renewed the motion that SF1761, Third Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Greiling moved adoption of the K-12 Finance Division Report for HF2431, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Greiling moved that HF2431, First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes.

Rep. Greiling moved to amend HF2431, First Committee Engrossment. (See attached amendment A10-2561). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Slawik moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment A10-2560). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Greiling and Rep. Mariani presented HF2431, First Committee Engrossment, as amended (Greiling) School finance system modified, and new education funding framework created.

Greg Crowe, Fiscal Analyst, responded to questions regarding HF2431, First Committee Engrossment, as amended.

Tim Strom, House Research, responded to questions regarding HF2431, First Committee Engrossment, as amended.

Rep. Murphy, M., moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment H2431A52). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hausman moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment H2431A49).

Commissioner Alice Seagren, Minnesota Department of Education, responded to questions regarding the proposed amendment H2431A49.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Buesgens moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment H2431A40). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep. Howes moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment H2431A41).

Rep. Howes moved to incorporate an oral amendment to Amendment H2431A41, as follows:

Page 1, line 6, after the word "manufactured" insert "for use in Minnesota"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Buesgens moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment H2431A42). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep. Buesgens moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment H2431A43). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Rep. Buesgens moved to amend HF2431, First Committee Engrossment, as amended. (See attached amendment H2431A44). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Greiling renewed the motion that HF2431, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.
