Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:15 A.M. on Wednesday, April 28, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Vice- Chair Benson moved approval of the minutes of Tuesday, April 27, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF2614, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF2614, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

John Walz, Fiscal Analyst, responded to questions regarding a fiscal summary for HF2614, First Committee Engrossment.

Rep. Slawik moved to amend HF2614, First Committee Engrossment. (See attached amendment H2614A35).

Kathy Novak, House Research, responded to questions regarding the proposed Amendment H2614A35.

Anne L Martineau, Minnesota Department of Human Services, responded to questions regarding the proposed Amendment H2614A35.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley and John Walz presented HF2614, First Committee Engrossment, as amended (Huntley) Intensive care management program established for medical assistance enrollees, funding reduced for the medical assistance program, request for proposals required, report required, and money appropriated.

Stephan P. Nelson, Children and Family Services, Minnesota Department of Human Services, responded to questions regarding HF2614, First Committee Engrossment, as amended.


Rep. Norton responded to questions regarding HF2614, First Committee Engrossment, as amended.

Rep. Thissen moved to amend HF2614, First Committee Engrossment, as amended, as follows:

Page 14, line 19, delete "3.0" and insert "2.5"
Page 14, line 21, delete "3.0" and insert "2.5"
Page 18, line 17, delete "7" and insert "7.5"

John Walz responded to questions regarding the proposed oral amendment.

Rep. Carlson moved to amend HF2614, First Committee Engrossment, as amended. (See attached amendment A10-2548).

Bill Marx, Chief Fiscal Analyst, responded to questions regarding the proposed Amendment A10-2548.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Carlson moved to amend the language from HF1993, First Committee Engrossment, as amended, into HF2614, First Committee Engrossment, as amended. THE MOTION PREVAILED.

Chair Carlson moved to amend HF2614, First Committee Engrossment, as amended. (See attached amendment H1993A5). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Slawik moved to amend HF2614, First Committee Engrossment, as amended. (See attached amendment H2614A51).

Rep. Loeffler responded to questions regarding the proposed Amendment H2614A51.

Rep. Solberg moved to amend HF2614, First Committee Engrossment, as amended. (See attached amendment H2614A61). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley moved to amend HF2614, First Committee Engrossment, as amended. (See attached amendment DP/DFL 1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Clark moved to amend HF2614, First Committee Engrossment, as amended. (See attached amendment H2614A31).

Rep. Kohls moved to amend the proposed Amendment H2614A31, as follows:

Page 1, line 17, restore stricken language "medically necessary" and strike "useful"

Rep. Clark incorporated the proposed oral amendment into Amendment H2614A31.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Clark moved to amend the previously adopted amendment H2614A31, amending HF2614, First Committee Engrossment, as amended. (See attached amendment H2614A31).

Page 1, line 17, strike "medically necessary" and insert "useful"

Rep. Brod moved to amend the Clark oral amendment to Amendment H2614A31, as follows:

Page 1, line 17, to reinstate "medically"

Rep. Clark incorporated the Brod oral amendment into her oral amendment to Amendment H2614A31.

Dave Greeman, Minnesota Department of Human Services responded to questions regarding the proposed Amendment H2614A31, as amended.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Kohls moved to amend HF2614, First Committee Engrossment, as amended. (See attached amendment H2614A58).

Rep. Huntley moved to incorporate an amendment to Amendment H2614A58, as follows:

Page 1, line 7, after the word "costs" insert "and savings"

Rep. Kohls incorporated the oral amendment into the Amendment H2614A58.

Rep. Buesgens moved to amend HF2614, First Committee Engrossment, as amended, as follows:

Chair Carlson moved that the staff be directed to make technical corrections, correct totals and amend the title. THE MOTION PREVAILED.

Rep. Huntley renewed the motion that HF2614, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Brod requested a roll call on the motion.

The following Finance Committee bills were referred by memo on April 27, 2010.

As of Tuesday, April 27, 2010, the following bills are referred to the Environment and Natural Resources Finance Division.
SF2541 (Koenen) Indian tribal government owned watercraft, off-highway vehicles and snowmobiles motor vehicle registration and licensing requirement exemptions.

As of Tuesday, April 27, 2010, the following bills are referred to the K-12 Education Finance Division.
HF3812 (Downey) School district contract deadline aid payment waived.

As of Tuesday, April 27, 2010, the following bills are referred to the State Government Finance Division.
