Representative Carlson, Chair of the Finance Committee, called the meeting to order at 8:03 A.M. on Tuesday, March 24, 2009, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Buesgens moved approval of the minutes of Monday, March 23, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Murphy moved adoption of the Cultural and Outdoor Resources Finance Division Report for HF1195, First Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Murphy moved that HF1195, First Engrossment, be recommended to pass and be re-referred to the Committee on Taxes.

Rep. Lanning presented HF1195, First Engrossment (Lanning) Mandate relief provided, Legislative Commission on Mandate Reform established, and levy limits abolished.

Rep. Solberg moved to amend HF1195, First Engrossment. (See attached amendment H1195A7).

Pat Dalton, House Research, explained amendment H1195A7.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Jennifer O'Rourke, League of Minnesota Cities, testified on HF1195, First Engrossment, as amended.

Rep. Murphy renewed the motion that HF1195, First Engrossment, as amended, be recommended to pass and be re-referred to the Committee on Taxes.
