Representative Carlson, Chair of the Finance Committee, called the meeting to order at 10:33 A.M. on Monday, March 9, 2009, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Thissen moved approval of the minutes of Monday, March 2, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Huntley moved approval of the minutes of Wednesday, March 4, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Wagenius moved adoption of the Cultural and Outdoor Resources Finance Division Report for HF18, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that SF119 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Wagenius moved to delete the language from SF119 and insert the language from HF18, First Committee Engrossment. THE MOTION PREVAILED.

Rep. Wagenius moved to amend SF119, as amended. (See attached amendment H0018A3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Hansen presented HF18/SF119, as amended (Hansen) Lessard Outdoor Heritage Council support provided.

Bob Meier, Minnesota Department of Natural Resources, testified on SF119, as amended.

Rep. Wagenius renewed the motion that SF119, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Buesgens moved adoption of the K-12 Education Finance Division Report for HF195, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Buesgens moved that HF195, First Committee Engrossment, be recommended to pass and placed on the General Register.

Rep. Norton presented HF195, First Committee Engrossment (Norton) Labor Day school start provisions modified for two years.

Rep. Buesgens renewed the motion that HF195, First Committee Engrossment, be recommended to pass and placed on the General Register.

Chair Carlson requested a division on the motion. There were 11 Ayes and 13 Nays. THE MOTION FAILED.
