MINUTES



Representative Marquart, Chair of the Division, called meeting to order at 1:15 PM on Tuesday, March 17, 2009 in Room 10 of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

HF 850 (Haws) Counties authorized to exceed levy limits when covering costs of confining sex offenders subject to civil commitment proceedings.

Representative Haws testified in favor of the bill. Janet Reigstad representing Stearns County Human Services testified in favor of the bill. Keith Carlson, Executive Director of the Minnesota Inter-County Association, testified in favor of the bill.


HF962 (Dittrich) Special levy provided for costs of operating and maintaining new county facilities.

Representative Dittrich testified in favor of the bill. Terry Johnson, Anoka County Administrator, testified in favor of the bill. Dennis McCoy, Blue Earth County Administrator, testified in favor of the bill. Keith Carlson, Executive Director of the Minnesota Inter-County Association, testified in favor of the bill.

A quorum is present at 1:26 PM.

Representative Marquart, Chair of the Division, moved that HF962 be heard and laid over for possible inclusion in the Property and Local Sales Tax Division Report.

Representative Marquart, Chair of the Division, moved that HF962 be laid over for possible inclusion in the Property and Local Sales Tax Division Report. The bill has already been heard earlier in this meeting.

Representative Marquart, Chair of the Division, proceeded to the dais to present his bill. Representative Loeffler assumed the chair while he presenting his bill.


HF1201 (Marquart) Council on Local Results and Innovation created, local governments encouraged to develop performance measurement programs, and money appropriated.

Representative Marquart moved that HF1201 be laid over for possible inclusion in the Property and Local Sales Tax Division Report.

Representative Marquart testified in favor of the bill. Tim Walsh from Scott County testified in favor of the bill. Karen Harrington from Dakota County testified in favor of the bill. Matthew Stemwedel with the City of Woodbury testified in favor of the bill. R.T. Rybak, Mayor of Minneapolis, testified in favor of the bill. Rebecca Otto, State Auditor of the State of Minnesota, testified in favor of the bill.

Representative Loeffler laid over HF1201 for possible inclusion in the Property Tax Division Report.


HF561 (Davids) Class 4c property classification requirements modified.

Representative Lanning moved that HF561 be laid over for possible inclusion in the Property and Local Sales Tax Division Report.

Representative Lanning moved that the author's amendment labeled H0561DE2 be adopted. THE MOTION PREVAILS. THE AMENDMENT IS ADOPTED.

Representative Davids testified in favor of the bill. Marty Schmidt, Crow Wing County Assessor and representing the Minnesota Association of Assessing Officers, testified to the bill.

Representative Marquart, Chair of the Division, laid over HF561 for possible inclusion in the Property Tax Division Report.


Representative Dittrich moved approval of the minutes for Tuesday, March 17, 2009. THE MOTION PREVAILED.


Representative Marquart, Chair of the Division, adjourned the meeting at 2:32 PM.
