Representative Lenczewski, Chair of the Tax Committee, called the joint meeting to order at 6:30 P.M. Tuesday, March 16, 2010 in Room 5 of the State Office Building.

Representative Lenczewski moved a recess to the call of the chair at 6:31 P.M.

The committee reconvened at 7:41 P.M.

Representative Lenczewski moved HF2077 before the committee.

HF2077-Lenczewski-Cities provided mechanisms to respond to state aid reductions and other revenue shortfalls, revenue flexibility increased, cities authorized to establish street improvement districts and to apportion improvement fees, plans required, and cities authorized to issue emergency debt certificates for unexpected revenue shortfalls.

Representative Lenczewski moved amendment H2077DE3. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Representative Lenczewski moved amendment H2077A2. THE MOTION PREVAILED, THE AMENDMENT WAS ADOPTED.

Steve Hinze and Pat Dalton, House Research Staff, presented HF2077 as amended to the committee.

Testifying on H2077 as amended:

Keith Carlson, Minnesota Inter County Association
Joe Mathews, Association of Minnesota Counties

Representative Lenczewski renewed her motion that HF2077 pass as amended and be sent to the Committee on Ways and Means. THE MOTION PREVAILED, THE BILL WAS PASSED AS AMENDED AND SENT TO THE COMMITTEE ON WAYS AND MEANS.

Representative Lenczewski adjourned the committee at 9:10 P.M.
