PROPERTY TAX RELIEF AND LOCAL SALES TAX DIVISION

MINUTES


Representative Paul Marquart, Chair of the Committee, called the meeting to order at 10:06 A.M. on Monday March 28, 2007, in Room 10 of the State Office Building.

Committee Legislative Assistant Paul Cumings noted the roll.

A quorum was present.


Representative Marquart, Chair of the Division, moved that HF3 be recommended to pass and be re-referred to the Committee on Taxes.

Representative Marquart moved that the amendment labeled H0003DE1 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


H. Dan Ness, Chair of the Coalition for Greater Minnesota Cities, gave testimony about how the Division Report would affect their constituency group. Louis Jambois, Lobbyist on behalf of the Association of Metropolitan Municipalities, gave testimony about how the Division Report would affect their constituency group. Keith Carlson, Executive Director of the Minnesota Inter-County Association, gave testimony about how the Division Report would affect their constituency group. Dan Donahue, Mayor of New Hope and representative for the North Metro Mayors, gave testimony about how the Division Report would affect their constituency group. JoAnn Wright, Property Tax Manager for Northern Natural Gas, testified in opposition to the bill. Joe Rheinberger, representative of Xcel Energy, testified in opposition to the bill. Troy Meinke, representative of Alliance Pipeline, testified in opposition to the bill. Gary Carlson, Director of Intergovernmental Relations, gave testimony about how the Division Report would affect their constituency group. Bob Fenwick, Cook County Commissioner and the President of the Association of Minnesota Counties, gave testimony about how the Division Report would affect their constituency group. Jack Horner, Lobbyist on behalf of Minnesota Multi-County Association, gave testimony about how the Division Report would affect their constituency group. Marty Schmidt, Crow Wing County Assessor, gave testimony about the division report. Kent Sulem, Lobbyist for the Minnesota Association of Townships, gave testimony about how the Division Report would affect their constituency group.


Representative Dittrich moved approval of minutes for Monday, March 26, 2007. THE MOTION PREVAILED.


Representative Marquart moved the author's amendment labeled H0003A5 be adopted.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Mullery moved the amendment labeled H0003A6 be adopted. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Representative Lanning moved the amendment labeled H0003A7 be adopted. THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.


Representative Lanning moved the amendment labeled H0003A2 be adopted. Representative Lanning asked for a Roll Call vote on the H0003A2 amendment. The Roll Call on H0003A2 is as follows:

Lawrence Johnston, Director of Corporate Development for the Southern Minnesota Municipal Power Agency, gave testimony about how the Division Report would affect their constituency group. Lynn Reed, Executive Director for the Minnesota Taxpayers League, gave testimony about how the Division Report would affect their constituency group. Joe Sullivan, testifying on behalf of the Coalition of Utility Cities, gave testimony about how the Division Report would affect their constituency group. Bill Schreiber, Municipal Legislative Commission, gave testimony about how the Division Report would affect their constituency group.

Representative Marquart, Chair of the Division, renewed his motion that HF3 be recommended to pass and be re-referred to the Committee on Taxes. Representative Dittrich asked for a Roll Call vote. The Roll Call on HF3 is as follows:
