Representative Ann Lenczewski, Chair of the Committee, called the meeting to order at 2:35 P.M. on Tuesday, April 10, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Lenczewski announced the TIF Working Group: Representative Lanning, Representative DeLaForest, Representative Lenczewski and Representative Davnie.

HF1883 Bunn Income and franchise tax apportionment formula modified.

A quorum was present at 2:40 P.M.

Jeffrey Peterson (Director of Government Relations, Ecolab) and Lee Anderson (Manager, State Government Relations, General Mills) testified on HF1883.

Representative Tillberry moved HF1883 be laid over for possible inclusion in the Omnibus Tax Bill.

HF1883 was laid over for possible inclusion in the Omnibus Tax Bill.

HF1834 Wollschlager Multicounty housing and redevelopment authority levies authorized.

Representative Wollschlager moved HF1834 be laid over for possible inclusion in the Omnibus Tax Bill.

Lee Meier (Executive Director, Northwest Minnesota Multi-County Housing and Redevelopment Authority), Joseph Wheeler (Southeastern Minnesota Multi-County Housing and Redevelopment Authority) and Jason Ortman testified on HF1834.

HF1834 was laid over for possible inclusion in the Omnibus Tax Bill.

Joel Michael (House Research) and John James (attorney, former Commissioner of Revenue) presented an overview on Foreign Operating Corporations.

Representative Wollschlager assumed the gavel at 3:45 P.M.

Representative Lenczewski assumed the gavel at 4:02 P.M.

Representative Hornstein presented an informational hearing on HF0912 Hornstein Minnesota family investment program and child care provisions modified, and foreign operating corporation provisions changed and clarified.

Wayne Cox (Executive Director, Minnesota Citizens for Tax Justice), Deb Konedne (Welfare Rights Committee member), Trishalla Bell (Welfare Rights Committee member) and Tasha Jackson (Welfare Rights Committee member) testified on HF0912.

HF0943 Mullery Deemed dividend corporate franchise tax deduction for foreign operating corporations limited.

Representative Mullery moved HF0943 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Mullery moved the H0943A1 amendment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

HF0943, as amended, was laid over for possible inclusion in the Omnibus Tax Bill.

HF2058 Lenczewski Foreign operating corporations repealed, foreign royalties subtraction eliminated, election authorized to include foreign entities in combined report, and foreign dividend deduction modified.

Representative Lenczewski moved HF2058 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Lenczewski moved the H2058A1 amendment. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Tom Hesse (Vice President of Government Affairs, Minnesota Chamber of Commerce), Jill Larson (Fiscal Policy Director, Minnesota Business Partnership) and Jack Mansun (Department of Revenue) testified on HF0912, HF0943 and HF2058.

HF2058, as amended, was laid over for possible inclusion in the Omnibus Tax Bill.

HF2070 Simon Dependent care income tax credit for licensed family day care providers equalized.

Representative Davnie moved HF2070 be laid over for possible inclusion in the Omnibus Tax Bill.

HF2071 Simon Federal nutrition program reimbursements federal taxable income subtraction provided.

Representative Davnie moved HF2071 be laid over for possible inclusion in the Omnibus Tax Bill.

Tom Copeland (Director, Redleaf National Institute) testified on HF2070 and HF2071.

Steve Payne (Lead Organizer, SEIU Kids First) testified on HF2071.

HF2070 was laid over for possible inclusion in the Omnibus Tax Bill.

HF2071 was laid over for possible inclusion in the Omnibus Tax Bill.

The committee adjourned at 7:15 P.M.
