Representative Dean Simpson called the meeting to order at 8:09 A.M. on Friday, April 20, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morrow provided an informational hearing on HFXXXX.

HF2443 Lenczewski Gambling taxes.

Representative Lenczewski moved HF2443 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Lenczewski moved the H2443A1 amendment to HF2443. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

Randy Sampson (President, Canterbury Park), Cort Holten (Horsemens Benevolent & Protective Association), Jeffrey Halpern (North Metro Harness Initiative) testified on HF2443.

HF2434 - Lenczewski was laid over for possible inclusion in the Omnibus Tax Bill.

HF2441 - Davnie was laid over for possible inclusion in the Omnibus Tax Bill.

HF2435 - Sviggum was laid over for possible inclusion in the Omnibus Tax Bill.

Representative Tillberry moved HF2438 be laid over for possible inclusion in the Omnibus Tax Bill.

John Meyer (Finance Director, City of Centerville) testified on HF2438.

HF2438 was laid over for possible inclusion in the Omnibus Tax Bill.

Representative Davnie moved HF2445 be laid over for possible inclusion in the Omnibus Tax Bill.

HF2446 Howes Emily sales tax exemption.

Representative Simpson moved HF2446 be laid over for possible inclusion in the Omnibus Tax Bill.

Representative Zellers moved approval of the minutes of Wednesday, April 18, 2007. THE MOTION PREVAILED - THE MINUTES WERE APPROVED.

HF2443 Lenczewski Gambling taxes.

Representative Lenczewski moved HF2443, as amended, be laid over for possible inclusion in the Omnibus Tax Bill.

Kelvyn Childers (Minnesota Quarterhorse Racing Association), Kay King (Executive Director, The Minnesota Thoroughbred Association) and Patrice Underwood (Executive Director, Minnesota Horsemen's Benevolent & Protective Association, Inc.) testified on HF 2443.

Jack Mansun (Department of Revenue) provided information on the revenue estimate for HF2443, as amended.

Dr. Les Martens (horse owner), King Wilson (Executive Director, Allied Charities of Minnesota) and Kay King (Executive Director, The Minnesota Thoroughbred Association) testified on HF2443.

Representative Hilstrom moved the H2443A2 amendment to HF2443. THE MOTION PREVAILED - THE AMENDMENT WAS ADOPTED.

HF2443, as amended, was laid over for possible inclusion in the Omnibus Tax Bill.

HF2362 Lenczewski - Delete-everything amendment Omnibus Tax Bill.

Joel Michael (House Research), Pat Dalton (House Research), Steve Hinze (House Research), and Karen Baker (House Research) provided a summary of HF2362, Delete-everything amendment.

The committee recessed at 12:17 P.M.
