MINUTES



Representative Paul Marquart started the 27TH meeting at 12:48 pm on Wednesday, March 5, 2008 in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF3402 (Tschumper): Lanesboro; local sales tax imposition authorized.

Rep. Tschumper presented HF3402 and took questions from the committee.

Chair Marquart laid HF3402 over.

Vice-Chair Tschumper assumed the gavel at 12:49pm.

HF3399 (Brynaert): Mankato; Sales and use tax extension authorized, revenue use modified, and local tax imposition authorized.

Rep. Brynaert presented HF3399 and took questions from the committee.

Pat Hentges, City Administrator for the city of Mankato testified on behalf of HF3399 and took questions from the committee.

A quorum was present at 12:55pm and the meeting was officially called to order.

Vice-Chair Tschumper moved that HF3399 be re-referred to the Committee on Taxes without recommendation.

Vice-Chair Tschumper brought back HF3402 for further discussion.

HF3220 (Davnie): Nonprofit organization grants authorized by political subdivisions.

Chair Hilstrom moved that HF3220 be recommended to pass and be placed on the General Register.

Rep. Davnie presented HF3220 and took questions from the committee.

Jeannie Fox, Minnesota Council of Nonprofits testified on behalf of HF3220 and took questions from the committee.

Chair Hilstrom renewed her motion that HF3220 be recommended to pass and be placed on the General Register.

HF2662 (Peterson, S.): Metropolitan Council members staggered terms provided.

Chair Hilstrom moved that HF2662 be recommended to pass and be re-referred to Government Operations, Reform, Technology, and Elections.

Chair Hilstrom moved to amend HF2662 (see H2662A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Peterson presented HF2662, as amended and took questions from the committee.

HF3248 (Scalze): Municipalities authorized to establish street improvement districts and apportion street improvement fees within districts, street improvement plan adoption required, and collection of fees authorized.

Chair Hilstrom moved that HF3248 be re-referred to the Committee on Taxes without further recommendation.

Rep. Scalze presented HF3248 and took questions from the committee.

Rep. Scalze moved to amend HF3248 (see A08-1199).

HF3238 (Gardner): Sustainable water use provided; conservation rate structures, emergency management plan, contaminated well disclosure and information sharing required, and ombudsman created, fees increased, and advisory committee expiration date extended.

Chair Hilstrom moved that HF3238 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

Chair Hilstrom moved to amend HF3238 (see H3238A4).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Rep. Gardner presented HF3238, as amended and took questions from the committee.

Chair Hilstrom renewed her motion that HF3238, as amended be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hilstrom moved to orally amend HF3420, as amended as follows:

Delete page 5 line 19.
THE MOTION PREVAILED AND THE ORAL AMENDMENT WAS ADOPTED.

Chair Hilstrom presented HF3420, as amended and took questions from the committee.

Joel Beckman, of Dakota County and member of Minnesota Association of County Officers testified on behalf of HF3420 and took questions from the committee.
