MINUTES



Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the fourteenth meeting at 12:32pm on Wednesday, February 28, 2007 in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 12:36pm and the meeting was called to order.

HF406 (Welti): Small city definition modified relating to tax increment financing.

Chair Hilstrom moved that HF406 be re-referred to the Committee on Taxes without further recommendation.

Representative Welti presented HF406 and took questions from the committee.

Jennifer O'Rourke of the League of Minnesota Cities testified on behalf of HF406.

Chair Hilstrom renewed her motion that HF406 be re-referred to the Committee on Taxes without further recommendation.
THE MOTION PREVAILED.

HF919 (Welti): Elgin, Eyota, Byron and Oronoco authorized to act as small cities for purposes of use of revenues from certain economic development districts.

Chair Hilstrom moved that HF919 be re-referred to the Committee on Taxes without further recommendation.

Representative Welti presented HF919 and took questions from the committee.

Jennifer O'Rourke, of the League of Minnesota Cities testified on behalf of HF919.

Chair Hilstrom renewed her motion that HF919 be re-referred to the Committee on Taxes without further recommendation.
THE MOTION PREVAILED.

Vice-Chair Tschumper assumed the gavel at 12:51pm


HF571 (Hilstrom): Best value defined relating to construction contracts, and acquisition and competitive bidding provisions modified.

Chair Hilstrom moved to amend HF571 (see attachment H0571A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hilstrom moved that HF571 be recommended to pass as amended and be re-referred to the Committee on Commerce & Labor.

Chair Hilstrom presented HF571, as amended and took questions from the committee.

Chair Hilstrom renewed her motion that HF571 be recommended to pass as amended and re-referred to the Committee on Commerce & Labor.
THE MOTION PREVAILED AND THE BILL WAS PASSED.

Chair Hilstrom re-assumed the gavel at 1:49pm.

HF102 (Shimanski): Winsted authorized to issue bonds for acquisition of a city hall, community center, and police station.

Representative Lanning moved that HF102 be re-referred to the Committee on Taxes without further recommendation.

Representative Shimanski presented the bill and took questions from the committee.

Representative Dominguez moved that the minutes of February 14, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Representative Dominguez moved that the minutes of February 19, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Representative Dominguez moved that the minutes of February 21, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

Representative Dominguez moved that the minutes of February 26, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES WERE ADOPTED.

The meeting was adjourned at 2:04pm.
