MINUTES



Representative Debra Hilstrom, Chair of the Local Government and Metro Affairs Committee, started the thirteenth meeting at 6:20pm on Monday, February 26, 2007 in Room 500 South of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present at 6:21pm and the meeting was called to order.

HF1103 (Moe): Bemidji local sales and use tax extended.

Representative Hausman moved that HF 1103 be re-referred to the Committee on Taxes without further recommendation.

Representative Moe presented HF1103.

The following individuals testified on behalf of HF 1103 and took questions from the committee:
Richard Lehmann, Mayor of the City of Bemidji
John Chattin, City Manager of the City of Bemidji
John Carlson, Chair of the Regional Event Center Finance Subcommittee for the City of Bemidji.

Representative Hausman renewed her motion that HF 1103 be re-referred to the Committee on Taxes without further recommendation. THE MOTION PREVAILED.

HF1135 (Pelowski): Winona sales and use tax authorized.

Chair Hilstrom moved that HF1135 be re-referred to the Committee on Taxes without further recommendation.
THE MOTION PREVAILED.

HF1045 (Dominguez): State lottery gross proceeds in lieu of sales tax distribution for metropolitan parks and open space clarified, and parks and open space commission member compensation modified.

Chair Hilstrom laid HF1045 on the table.

HF881 (Hilstrom): Metropolitan Land Planning act and related statutes modified, and erroneous and obsolete references corrected.

Chair Hilstrom presented the bill.

The following individuals testified on behalf of HF881 and took questions from the committee.
Guy Peterson, Directorof Community Development for the Metropolitan Council
Louis Jambois, Executive Director of the Association of Metropolitan Municipalities

Chair Hilstrom laid the HF881 on the table.

HF882 (Hilstrom): Metropolitan livable communities fund governing provisions modified, funds transfer authorized, and onetime transfer for local planning assistance grants and loans provided.

The following individuals testified on behalf of HF881 and took questions from the committee.
Guy Peterson, Director of Community Development for the Metropolitan Council
Louis Jambois, Executive Director of the Association of Metropolitan Municipalities

Chair Hilstrom moved to amend HF882 (see attachment A0882A1).
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Hilstrom laid HF 882 on the table.

The meeting was adjourned at 7:20pm.
