MINUTES


Representative Gene Pelowski, Chair of the Governmental Operations, Reform, Technology and Elections Committee, called the meeting to order at 8:03 A.M. on Thursday, February 14, 2008, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Morgan moved that the minutes of May 10, 2007, be adopted. THE MOTION PREVAILED.

Scheduled for hearing: S. F. 758* (Rest)/H.F. 1036 (Pelowski)

A bill for an act relating to elections; exempting lobbying activities related to a ballot question from campaign finance reporting requirements; etc.

Chairman Pelowski moved that SF 758 be recommended to pass and placed on the General Register.

Testifying for SF 758:

Marcia Avner, Public Policy Director, Minnesota Council of Nonprofits

Chairman Pelowski renewed his motion that SF 758 be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

A bill for an act relating to state government; creating a catastrophe survivor compensation fund; appropriating money; etc.

Representative Winkler moved that HF 2553 be recommended to pass and re-referred to the Committee on Public Safety and Civil Justice.

Representative Winkler moved to amend HF 2553 (see attached H2553A4).

At the direction of Mark Shepard, House Research, a technical correction was made to Amendment H2553A4 on Page 1, line 23 to read as follows:

Page 4, line 18, after the second "or" insert "with respect to any"

THE MOTION PREVAILED. THE AMENDENT, AS AMENDED, WAS ADOPTED.

Representative Emmer moved to amend HF 2553, as amended, (see attached H2553DE2). THE MOTION FAILED. THE AMENDMENT WAS NOT ADOPTED.

Representative Emmer moved to amend HF 2553, as amended (see attached H2553A3).

Representative Winkler moved to amend the Emmer amendment (see attached H2553A3) as follows:

Page 1, line 4, after the word "fee" insert a period and delete the remainder of the
sentence.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Winkler renewed his motion that HF 2553, as amended, be recommended to pass and re-referred to the Committee on Public Safety and Civil Justice. THE MOTION PREVAILED.

The meeting was adjourned at 9:10 AM.
