MINUTES


Representative Hornstein, Chair of the Committee, called the meeting to order
at 2:23 P.M. on Wednesday, March 12, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Ruth moved that the minutes of March 5, 2008 be adopted. THE MOTION PREVAILED.

At 2:25 PM Rep. Hornstein passed the gavel to Rep. Madore, Vice Chair.

HF 2968 (Ward) Alcohol restricted driver's licenses distinguishing color and markings specified. Rep. Ward presented the bill. Joan Petunski, Dept. of Vehicle Services (DVS) assisted him. Rep. Madore moved the bill and the H2968A2 amendment. THE MOTION PREVAILED. Rep. Madore moved that HF 2968, as amended, be recommended to pass and re-referred to the Transportation Finance committee. THE MOTION PREVAILED.

HF 3835 (Davnie) Medium-speed electric vehicles defined, medium-speed electric vehicles required to be registered and titled, and roads identified on which they may operate. Rep. Madore moved adoption of the handwritten A1 amendment. THE MOTION PREVAILED. Tim Cummers, Cushman Motors, assisted in presenting the bill. Rep. Madore moved that HF 3825, as amended, be recommended to pass and to Transportation Finance for possible inclusion in the Omnibus Policy bill. THE MOTION PREVAILED.

HF 3792 (Hortman) Commuter rail governance. The following spoke to the bill: Judd Schetnan, Met Council, Betsy Parker, MnDOT, and Bill Schrieber, North Star Corridor Authority. Rep. Hortman moved that HF 3792 be returned to Tranportation Finance Committee with the recommendation to be referred to the Local Government Committee via the Finance Committee. THE MOTION PREVAILED.

HF 3896 (Hornstein) Walkways required by certain railroad tracks/Rail Road Walkways Safety Act. The following spoke to the bill:

John Apitz, MN Reg. Rail Road Association
Brian Sweeney, BNSF Council
Cecil Sellness, MnDOT,
Rep. Hornstein moved that HF 3896 be recommended to pass and returned to the Transportation Finance Committee for possible inclusion in the Omnibus Policy bill. THE MOTION PREVAILED.

HF 3962 (Morrow) Spotter trucks regulated. Jeremy Estensen, MN Truckers, assisted in presenting the bill. Rep. Morrow moved the following oral amendment:

Page 2, line 14, after tractor insert: with a manufacturer’s certificate of origin "not for on road use" specification THE MOTION PREVAILED. Rep. Madore moved that HF 3962, as amended, be returned to the Transportation Finance Committee for possible inclusion in the Omnibus Policy bill. THE MOTION PREVAILED.

HF 3960 (Morrow) Driver education instruction relating to interaction with commercial motor vehicles required and modification of driver’s manual required. Jeremy Estensen, MN Trucking Association and Deb Carlson, Exam Program Manager MnDOT, spoke to the bill. Rep. Hornstein moved that HF 3960 be returned to the Transportation Finance Committee for possible inclusion in the Omnibus Policy bill. THE MOTION PREVAILED.







FIFTEENTH MEETING

HF 3800 (Hornstein) Impounded vehicle and contents sale permitted after title transfer. Rep. Hornstein moved adoption of the H3800A1 amendment. THE MOTION PREVAILED. Ron Elwood, Legal Aid and Michael Dahl, MN Coalition for the homeless spoke to the bill. Rep. Hornstein moved that HF 3800, as amended, be returned to the Transportation Finance Committee for possible inclusion in the Omnibus Policy bill. THE MOTION PREVAILED.

The meeting was adjourned at 3:57 P.M.
