STATE GOVERNMENT FINANCE DIVISION

MINUTES


Representative Kahn, Chair of the Division, called the meeting to order at 1:34 P.M. on February 20, 2008 in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF 2562 (Kelliher) - Minneapolis; Orchestra Hall and Peavey Plaza predesign funding provided, bonds issued, and money appropriated.

Chair Kahn moved that HF 2562 be heard and laid over for possible inclusion in the State Government Finance Division's bonding recommendations to the Capital Investment Finance Division.

Speaker Kelliher and Jack W. Eugster, Chairman of the Minnesota Orchestra Board of Directors, testified in support of HF 2562.

Chair Kahn moved the H2562-A1 amendment (attached) be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn renewed her motion that HF 2562, as amended, be laid over for possible inclusion in the State Government Finance Division's bonding recommendations to the Capital Investment Finance Division.

HF 2553 (Winkler) - Catastrophe survivor compensation fund established, and money appropriated.

Representative Winkler moved that HF 2553 be recommended to pass and be re-referred to the Finance Committee.

Representative Winkler testified in support of HF 2553 and moved that the H2553-A10 amendment (attached) be adopted.

Representative Winkler then moved an oral amendment to the A10 amendment as follows:



Page 1 delete lines 10 and 11

Page 2, line 1 after "delete "……." insert "2008"
after "September 1," insert "2009"

Page 2, after line 3 insert "Page 7, line 30, delete "spent" and insert "June 30, 2011"

Page 2, line 9 after "until" delete "spent" and insert "June 30, 2011"

Page 2, line 12 after "2009." insert "Pillsbury United Communities must report to the chairs of the senate Finance and house Ways and Means Committees by July 1, 2008, 2009, and 2010 on expenditure of money under this subdivision."

THE MOTION PREVAILED AND THE ORAL AMENDMENT TO THE A10 AMENDMENT WAS ADOPTED.

Representative Winkler then renewed his motion that the A10 amendment, as amended, be adopted.

THE MOTION PREVAILED AND THE A10 AMENDMENT, AS AMENDED, WAS ADOPTED.

Representative Winkler then renewed his motion that HF 2553, as amended, be passed and re-referred to the Finance Committee.

THE MOTION PREVAILED AND HF 2553, AS AMENDED, WAS PASSED AND RE-REFERRED TO THE FINANCE COMMITTEE.

Vice Chair Ward moved that the minutes of February 14, 2008 be adopted. THE MOTION PREVAILED.

The meeting was adjourned at 2:11 P.M.
