MINUTES


Representative Kahn, Chair of the Committee, called the meeting to order at 2:20 P.M. on February 22, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

HF 163 (Huntley)

Chair Kahn moved that HF 163 be recommended to pass and be re-referred to Finance Committee.

Representative Huntley presented HF 163, A bill for an act relating to local government; authorizing the city of Duluth to establish accounts to pay for postemployment benefits owed to retired employees and to generate revenue dedicated to meet certain city obligations; appropriating money; proposing coding for new law in Minnesota Statutes, chapters 11A; 353.

A quorum was present at 2:33 p.m.

Herb Bergson, Mayor, City of Duluth and Genie Stark, Finance Director, City of Duluth, testified in support of HF 163.

Chair Kahn moved that the H0163-2A amendment (attached) be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn moved that the H0163-3A amendment (attached) be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn moved that the H0163A2 amendment (attached) be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Kahn moved that the H0163-5A amendment (attached) be adopted.

Howard Bicker, Executive Director, State Board of Investment, testified in support of the amendment.

Chair Kahn renewed her motion that the H0163-5A amendment be adopted. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Mary Vanek, Executive Director, Public Employees Retirement Association; Howard Bicker, Executive Director, State Board of Investment; and Genie Stark, Finance Director, City of Duluth, testified in support of HF 163 as amended.

Chair Kahn renewed her motion that HF 163 be recommended to pass, as amended, and re-referred to the Finance Committee. THE MOTION PREVAILED.

Representative Sviggum moved that the minutes of February 20, 2007 be adopted. THE MOTION PREVAILED.

Tom Hanson, Commissioner; Stephanie Andrews, Deputy Commissioner; Jim Schowalter, Assistant Commissioner; and Lori Mo, Assistant Commissioner, all from the Department of Finance, presented the Governor's budget recommendations and an overview of the Department.

The meeting was adjourned at 3:39 P.M.
