Chair Thomas Huntley began testimony at the fifty-sixth meeting of the Health Care and Human Services Finance Division on April 22, 2008, at 8:15 a.m. in Room 5 of the State Office Building without a quorum present.

H.F. 4014 (Fritz) - Steele County; Nursing home and assisted living facility and related asset transfer authorized to nonprofit corporations and acquisition of membership interest in nonprofit corporations authorized.

Representative Fritz gave a brief presentation of the bill with Representative Connie Ruth, co-author, also at the table. Tom Shea, Steele County Commissioner, testified to the bill.

At 8:23 a.m. a quorum was present. Chair Huntley formally called the meeting to order and the clerk noted the roll:

Representative Fritz moved H.F. 4014 be recommended to pass and returned to the Committee on Finance and further moved adoption of the H4014DE1 amendment. The motion prevailed. H.F. 4014, as amended by the H4014DE1 amendment, was recommended to pass and returned to the Committee on Finance.

H.F. 3873 (Rukavina) - Potential enrollee name release prohibited to health plans for marketing purposes.

The Chair moved H.F. 3873 be recommended to pass and returned to the Committee on Finance. Representative Rukavina gave a very brief presentation of the bill and Anne Henry of the Minnesota Disability Law Center responded to questions of members.

Chair Huntley renewed his motion that H.F. 3873 be recommended to pass and returned to the Committee on Finance. The motion prevailed.

H.F. 3539 (Swails) - Hospital construction moratorium exception provided.

Chair Huntley moved H.F. 3539 be recommended to pass and returned to the Committee on Finance.

Representative Bunn moved adoption of the H3539A1 amendment. There being no discussion, the motion prevailed and the H3539A1 amendment was adopted.

Representative Swails presented the bill. Discussion occurred and the following people testified:

Representative Bunn renewed her motion that H.F. 3539, as amended by the H3539A1 amendment, be recommended to pass and returned to the Committee on Finance. The motion prevailed.

Chair Huntley adjourned the meeting at 9:38 a.m.
