The eleventh meeting was called to order by Representative Thomas Huntley, Chair, at 12:37 p.m. on Wednesday, February 7, 2007, in Room 200 of the State Office Building. A quorum was present. The clerk noted the roll:

Representative Brod moved adoption of the February 6 minutes. The motion prevailed.

HF 120 (Mariani) Group residential housing rates modified.

Chair Huntley moved HF 120 before the committee and, at the author's request, further moved to amend the bill as follows:

page 3, line 3.12, delete "700" and insert "740"

The motion prevailed and the oral amendment was adopted.

Representative Mariani testified to his bill. Also testifying in favor of the bill were:

Bill Arrigoni, CEO, VK Arrigoni, Inc.
Joe Cuoco, Senior Director, VK Arrigoni, Inc.
Matthew Ringstad, resident at Arrigoni House, Summit Avenue, St. Paul

Duane Elg, Consultant, Housing Supports, Department of Human Services, was also called to the testimony table to respond to questions of the members.

John Walz, House Fiscal Analyst, commented on the fiscal note; to what it extent it may change.

Chair Huntley moved HF 120 be laid over for possible inclusion in the final omnibus bill. The motion prevailed.


HF 185 (Ward) Group residential housing supplemental rates modified.

Chair Huntley moved HF 185 before the committee and, at the author's request, moved the A07-0007 delete everything amendment. The motion prevailed and the amendment was adopted.

Representative Ward introduced Reverend Rich Scherber, Executive Director, Teen Challenge, who testified in favor of the bill. Also testifying in favor of the bill were four Teen Challenge clients:

David Praska, Brainerd Lakes Area
Robert McGuire, Brainerd Lakes Area

Chair Huntley moved HF 185 be laid over for possible inclusion in the final omnibus bill. The motion prevailed.

At 1:41, Wes Kooistra, Assistant Commissioner, Department of Human Services, continued his February 1 overview on Chemical and Mental Health Services. Sharon Autio, Director, Adult Mental Health Division, Department of Human Services, was called to the testimony table to respond to questions of committee members.

Chair Huntley announced tomorrow's agenda and adjourned the meeting at 2:05 p.m.
