Representative Jean Wagenius, Chair of the Committee, called the meeting to order at 8:09 A.M. on March 22, 2007, in Room 5 of the State Office Building.

HF 589 Peterson, Clean energy equipment loan program established; cellulosic biofuel development and bioenergy initiatives provided; Reinvest in Minnesota energy program created; enforcement provided; technical committee authorized, and money appropriated

Representative Peterson moved HF 589 for possible inclusion in the omnibus bill.

Don Arnosti of the Institute for Agriculture and Trade Policy and the Clean Energy Minnesota coalition testified in support of the bill.

Representative Peterson moved the 0525 amendment.

Don Arnosti testified in support of the 0525 amendment.

Representative Peterson incorporated a change to the amendment as follows: line 1.1, replace "first" with "second".

Representative Peterson renewed his motion of the 0525 amendment. THE MOTION PREVAILED AND THE 0525 AMENDMENT IS ADOPTED.

Representative Moe moved the A3 amendment.

Representative Peterson spoke in favor of the amendment.

Don Arnosti testified to the amendment.

Representative Peterson moved the following oral amendment to the amendment: line 1.5, after "harvested", insert "in accordance with Minnesota Forest Resource Council site-level guidelines for biomass and brushland harvest" THE MOTION PREVAILED AND THE AMENDMENT TO THE A3 AMENDMENT WAS ADOPTED.

Representative Moe renewed his motion. THE MOTION PREVAILED AND THE A3 AMENDMENT WAS ADOPTED.

Representative Hansen moved the 0524 amendment. THE MOTION PREVAILED AND THE 0524 AMENDMENT IS ADOPTED.

Chair Wagenius laid over HF 589 as amended for possible inclusion in the omnibus bill.


HF 904 Dill, Land acquisition, land owners' bill of rights, and mineral interest record requirements modified; state park additions and deletions provided; and public and private sales and conveyances of state lands authorized

Representative Dill moved that HF 904 be recommended to pass, re-referred to the committee on Finance, and sent to the General Register.

Representative Dill renewed his motion that HF 904 as amended be recommended to pass, re-referred to the committee on Finance, and sent to the General Register. THE MOTION PREVAILED AND HF 904 IS RE-REFERRED TO THE COMMITTEE ON FINANCE.


HF 1674 Eken, Biofuel processing facilities permitting report required

Representative Eken moved that HF 1674 be recommended to pass and re-referred to the committee on Finance, with a recommendation for re-referral to the committee on Energy.

Representative Eken presented HF 1674 and renewed his motion. THE MOTION PREVAILED AND HF 1674 WAS RE-REFERRED TO THE COMMITTEE ON FINANCE.

HF 1750 Hansen, Mississippi River critical area program report required

Representative Hansen moved HF 1750, first engrossment, for possible inclusion in the omnibus bill.

Representative Hansen moved an oral amendment as follows: line 1.11, delete "for regulations needed to" and insert "that". THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Bob Meier, Assistant Commissioner, Department of Natural Resources, testified in support of the bill.

HF 1750 was laid over for possible inclusion in the omnibus bill.

Representative Peterson moved the following oral amendment: line 28.29 after "grants." insert "$250,000 in each year of this amount must be contracted for services with the Minnesota Conservation Corps". THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.

Representative Hansen moved the following oral amendment: lines 6.8, remove "The board shall develop a forestry practice docket for coast share money." and insert after the last sentence in line 28.19.

Representative Moe moved the following oral amendment: line 1.6, strike "(a)" and line 1.8 after "developed", insert "primarily for trails for off-road vehicles as defined in 84797, subd. 7". Strike lines 1.11 - 1.14, or paragraph (b). THE MOTION PREVAILED AND THE AMENDMENT IS ADOPTED.
