MINUTES


Representative Jean Wagenius, Chair of the Committee, called the meeting to order at 8:05 A.M. on March 13, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Molly Schultz, Public Policy Director, Conservation Minnesota, testified on the topic of the governor's environment and natural resources budget.

Cheryl Appeldorn, Consultant, Conservation Minnesota, presented an analysis of the governor's environment and natural resources budget.

Molly Schultz testified on funding for Clean Water Legacy.

A quorum was present at 8:11 A.M.

Representative McNamara moved that the minutes of March 1st, March 6th, and March 8th be approved. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF926 Peterson, appropriating money to study septic systems' impact on the environment and provide technical assistance.

Chair Wagenius moved HF926.

Representative Peterson presented HF926..

Mark Hayes, citizen, testified in support of the bill.

David Gustafson of the University of Minnesota Extension Service testified in support of the bill.

Chair Wagenius moved that HF926 be recommended to pass and re-referred to the Finance Committee, with a recommendation for re-referral to the Higher Education Committee. THE MOTION PREVAILED AND THE BILL WAS RE-REFERRED TO THE COMMITTEE ON FINANCE.


HF1488 Peterson, appropriating money for ecological services for native habitats.

Chair Wagenius moved HF1488.

Representative Peterson presented HF1488.

Tom Landwehr, Assistant State Director, The Nature Conservancy, testified in favor of the bill.

HF1488 was laid over for possible inclusion in the omnibus bill.


HF1489 Peterson, appropriating money for ecological services to support implementation of the Clean Water Legacy Act.

Chair Wagenius moved HF1489.

Representative Peterson presented HF1489.

Tom Landwehr testified in favor of the bill.

Craig Johnson, League of Minnesota Cities, testified on the bill.

The bill was laid over for possible inclusion in the omnibus bill.


HF944 Juhnke, appropriating money for grants to promote fishing.

Chair Wagenius moved HF944.

Chair Wagenius moved the author's delete all amendment, A07-0263. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Juhnke presented HF944 as amended.

Joe Holm, Executive Director, Let's Go Fishing, testified in favor of the bill.

The bill was laid over for possible consideration in the omnibus finance bill.


HF607 Anzelc, appropriating money for feasibility study for plasma torch gasification facility.

Chair Wagenius moved HF607.

Representative Anzelc presented HF607.

Stephen Korstad, Chief Financial Officer, Coronal, testified in favor of the bill.

John Howard, Chief Technical Officer, Coronal, testified in favor of the bill.

The bill was laid over for possible inclusion in the omnibus bill.
