Representative Bill Hilty, Chair, called the thirty-sixth meeting to order 2:32 P.M. on March 5, 2008 in the Basement Hearing Room of the State Office Building.

The Clerk noted the roll.

Rep. Slocum moved approval of the minutes of Monday, March 3, 2008. The motion prevailed. The minutes were adopted.

HF3585 (Koenen): Describing powers of qualifying owner of community-based energy development project.

Chair moved that HF3585 be recommended to pass and be referred to the Committee on Local Government and Metropolitan Affairs.

Chair moved the A08-1213 amendment. The amendment was adopted.

Chair moved the H3585A3 amendment. The amendment was adopted.

Rep. Koenen presented his bill.

Chair moved to reconsider the H3585A3 amendment.

Chair incorporated the following into the A3 amendment:

Page 1, line 2: delete 3537 and insert 3585.

The amendment was adopted.

Rep. Koenen resumed presentation of his bill.

HF3717 (Kalin): Notice of intent to file transmission line application requirement.

Rep. Kalin moved HF3717.

Rep. Kalin presented his bill.

Rep. Kalin moved an oral amendment to HF3717 as follows:

Motion prevailed and the amendment was adopted.

Rep. Welti moved an oral amendment to HF3717 as follows:

Page 1, line 10: delete "180" and insert "120."

Motion prevailed and the amendment was adopted.

Rep. Kalin moved that HF3717 be recommended to pass as amended and be referred to the Committee on Local Government and Metropolitan Affairs. THE MOTION PREVAILED.

Rep. Ruud assumed the chair.

HF3578 (Hilty): Clarifying terms of propane prepurchase program.

Rep. Hilty moved that HF3578 be laid over for possible inclusion in an omnibus financial bill.

Rep. Hilty presents his bill.

HF3669 (Kalin): Energy improvement financing program for state and local governments.

Rep. Kalin moved HF3669.

Rep. Kalin moved the H3669DE1 amendment.

The motion prevailed. The amendment was adopted.

HF3537 (Bly): Renewable energy project rate schedule established and report required.

Rep. Bly moves HF3537.

Rep. Bly presents his bill.

Rep. Hackbarth moved an oral amendment to HF3537 as follows and requested a roll call vote:

Delete Section 3 and 4.

There being 2 Ayes and 9 Nays, THE MOTION DID NOT PREVAIL AND THE AMENDMENT WAS NOT ADOPTED.

Chair moved that HF3537 be laid over for possible inclusion in an omnibus finance bill.

The meeting was adjourned at 3:58 P.M.
