Representative Bill Hilty, Chair, called the twenty-third meeting to order at 2:26 PM on March 19, 2007 in Room 200 of the State office Building.

The Clerk noted the roll.

A quorum was present.

Rep. Knuth moved the adoption of the minutes from the meeting on March 16, 2007 with the following corrections:

Remove the letter "F" in the references to the amendments.

THE MOTION PREVAILED. THE MINUTES WERE ADOPTED AS CORRECTED.

Rep. Knuth moved to correct the references to the amendments from the minutes on March 16.

The motion prevailed.

HF1350 (Eken) White Earth Band of Chippewa renewable energy feasibility grant provided, and money appropriated.

2:30 PM -The Chair moved HF1350

The Chair moved the following oral amendment:

Page 1, Line 9, after "$" insert "300,000"

The motion prevailed. THE AMENDMENT WAS ADOPTED.

2:31 PM - Rep. Eken presented the bill.

Page 1, Line 15, after the word “produce" insert “biofuels or bioenergy."

The motion prevailed. THE AMENDMENT WAS ADOPTED.

2:53 PM - Rep. Wagenius moved the following oral amendment:

The motion prevailed. THE AMENDMENT WAS ADOPTED.

Rep. Hilty renewed his motion that HF1350 be recommended to pass as amended and re-referred to the committee on Finance with a recommendation to re-refer it to the Agriculture, Rural Economies, and Veterans Affairs Division.

The motion prevailed. THE BILL WAS PASSED.

HF1664 (Kalin) East central Minnesota renewable energy plant feasibility study grant authorized.

3:03 PM - Rep. Kalin moved HF1664 to be recommended to pass and re-referred to Finance with a recommendation

3:04 PM -- Rep. Kalin moved the H1664A1 amendment:

3:04 PM -- Rep. Kalin moved the following oral amendment:

HF1644 (Hilty) Renewable energy research funding provided for the University of Minnesota sunset date delayed.

3:29 PM - Rep. Hilty moved HF1644 that be laid over for possible inclusion in the omnibus finance bill.

3:29 PM - Rep. Hilty explained the bill.
