MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:20PM on March 4, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Brown moved approval of the minutes for February 27, 2008:
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF2860 (Olin) A bill for an act relating to education finance; adjusting transition revenue for Independent School District No. 356, Lancaster.

Representative Greiling moved HF2860 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Olin and Julie Sjostrand, Chair, Lancaster School Board, testified.


HF2980 (Benson) A bill for an act relating to education finance; modifying school facilities formulas; qualifying additional districts for alternative facilities revenue; increasing deferred maintenance revenue; increasing the leased facilities levy.

Representative Benson moved HF2980 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Demmer moved to orally amend HF2980 as follows:

Page 1, line 11, delete everything after "(1)"
Page 1, line 12, strike "(2)"
Page 1, line 15, strike "(3)" and insert “(2)"
Page 1, line 18, strike “(4)" and insert “(3)"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.


Representative Benson, John Malone, Vice-Chair, Orono School Board, Mark Bezek, Superintendent, Elk River, Jolene Jorgenson, Director, Elk River School Board, and Sandra Lewandowski, Superintendent, Intermediate School District 287, testified.

Representative Erickson assumed the gavel at 3:03pm.


HF2846 (Greiling) A bill for an act relating to education; modifying eligibility standards for alternative facilities bonding.

Representative Greiling moved HF2846 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling and John Thein, Superintendent, Roseville Public Schools, testified.


HF2475 (Greiling) A bill for an act relating to education; extending time for capital facilities bond payment.

Representative Greiling moved HF2475 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Greiling and Tom Deans, Legal Counsel, Minnesota School Boards Association, testified.

Representative Greiling resumed the gavel at 3:12pm.


HF3022 (Juhnke) A bill for an act relating to education finance; clarifying that no minimum acreage requirement applies to a school site for Independent School District No. 347, Willmar.

Representative Juhnke provided an informational overview of HF3022.


HFXXXX (Faust) A bill for an act relating to education finance; recommendations from the K-12 school construction task force.

Representative Faust, Brian Mohr, Director of Buildings and Grounds, Hutchinson Public Schools, and Ron Bratlle, President, Minnesota Education Facility Management Professionals, provided an informational overview of HFXXXX.

The meeting adjourned at 3:40PM.
