MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:20PM on March 18, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Alice Seagren, Commissioner, Minnesota Department of Education, provided an overview of the Governor's supplemental budget recommendations.

A quorum was present at 2:25pm.

Representative Morrow moved the minutes of March 18, 2008 be adopted.
THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

HF3958 (Swails) A bill for an act relating to education; establishing teacher licensure via portfolio.

Representative Swails moved HF3958 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.

Representative Swails, Karen Balmer, Executive Director, Board of Teaching, and Laura Mestler, teacher, Edina Public Schools, testified.


HF4018 (Greiling) A bill for an act relating to education finance; modifying school debt provisions.

Representative Greiling moved HF4018 be recommended to pass and be returned to the Education Finance and Economic Competitiveness Division.

Representative Greiling testified.

Representative Greiling renewed her motion that HF4018 be recommended to pass and be returned to the Education Finance and Economic Competitiveness Division.

HF4071 (Tillberry) A bill for an act relating to education; modifying safe schools levy.

Representative Greiling moved HF4071 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.

Representative Tillberry testified.

HF3107 (Moe) A bill for an act relating to education finance; repealing operating referendum revenue authority for fiscal years 2010 and later.

Representative Heidgerken moved HF3107 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.

Representative Heidgerken offered H3107A1 as an amendment to HF3107.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moe, Steven Dickinson, Director of Business Services, Brainerd School District, and Stan Mack, Superintendent, Robbinsdale Public Schools, testified.


HF3108 (Benson) A bill for an act relating to education; removing the inflationary adjustment limitation.

Representative Benson moved HF3108 be laid over for possible inclusion in the Omnibus K-12 Finance Bonding Recommendations Bill.

Representative Benson and Dennis Peterson, Superintendent, Minnetonka Public Schools, testified.

HF615 (Walker) A bill for an act relating to education; providing for responsible family life and sexuality education programs.

Representative Greiling moved HF615 be recommended to pass and be re-referred to the Education Finance Division.

Representative Greiling offered H0615DE4 as an amendment to HF615.

Representative Greiling offered the following oral amendment to amendment H0615DE4:
Page 4, line 11, delete the quotes
Page 4, after line 11, insert ‘Sec. 2 [Repealer.] Minnesota Statutes, 2006, section 121A.23, is repealed."’

THE ORAL AMENDMENT WAS INCORPORATED BY THE AUTHOR.

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.
