Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:27PM on March 16, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF752(Hornstein) A bill for an act relating to education; establishing a three-year pilot program to provide high school students with career and college counseling; exploring data collection, accountability, and reporting system options to evaluate the impact of career and counseling programs on subsequent school and work choices of high school graduates; establishing a research consortium.

Representative Hornstein, Representative Sandy Peterson, Catherine Jordan, President and CEO, Achieve!Minneapolis, Todd Klingel, President and CEO, Minneapolis Regional Chamber of Commerce, and Cyndy Crist, System Director for P-16 Collaboration, MnSCU, testified.

Representative Greiling moved HF752 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Greiling offered H0752A3 as an amendment to HF752.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF443 (Peterson, S.) A bill for an act relating to education finance; encouraging school programs offering alternative school year calendars.

Representative Peterson and Charlie Kyte, Executive Director, Minnesota Association of School Administrators, and Celeste Carty, Principal, Crossroads Science and Crossroads Montessori Elementary Schools, provided an informational overview of HF443.


HF1092 (Anzelc) A bill for an act relating to education; modifying the Online Learning Option Act.

Representative Anzelc and Don Langan, Superintendent, International Falls Public Schools, provided an informational overview of HF1092.


HF835(Demmer) A bill for an act relating to education; establishing a six-year pilot program to examine the impact of school calendar arrangements on student learning.

Representative Demmer provided an informational overview of HF835.


HF1698 (Norton) A bill for an act relating to education; establishing a scholar loan program to encourage teacher diversity in schools; establishing a revolving account in the state treasury.

Representative Morrow moved HF1698 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Morrow moved to incorporate an oral amendment to HF1698 as follows:

Page 1, line 22, after ‘progress' delete ‘towards a baccalaureate degree with a major’ and insert ‘towards initial teaching licensure’

THE AMENDMENT WAS INCORPORATED.

HF670 (Liebling) A bill for an act relating to education finance; authorizing a school district to include energy efficiency improvement projects in its alternative facilities plan.

Representative Greiling moved HF670 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Liebling and Cheryl Coryea, Director of Business Schools, Rochester Public Schools, and Jeremy DeFiebre, Minnesota Department of Commerce, testified.


HF988 (Winkler) A bill for an act relating to education finance; creating a unified technology funding stream; developing a school district technology plan; establishing a task force; authorizing technology grants.

Representative Greiling moved HF988 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative offered H0988DE3 as an amendment to HF988.

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Winkler, Patrick Plant, Director of Technology and Information Services, Anoka-Hennepin School District, and Doug Johnson, Director of Media and Technology, Mankato Public Schools, testified.

Representative Dominguez moved the adoption of the subcommittee report on HF1082.

Representative Dominguez moved HF1082 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Dominguez moved the adoption of the subcommittee report on HF396.
