MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:20PM on February 27, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Benson moved approval of the minutes for February 26, 2008:
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF3206 (Rukavina) A bill for an act relating to education finance; creating a permanent source of funding for school technology purposes; modifying the distribution of permanent school fund endowment income.

Representative Greiling moved H3206 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Rukavina testified.


HF2981 (Carlson) A bill for an act relating to education finance; authorizing an intermediate school district to borrow in anticipation of revenue payments.

Representative Greiling moved HF2981 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Carlson and Kristine Carr, Director, Administrative Services, Northeast Metro Intermediate School District 916, testified.


HF2650 (Brown) A bill for an act relating to education finance; appropriating money for the Principals' Leadership Institute.

Representative Brown moved HF2650 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Brown and Roger Aronson, Lobbyist, MN Association of Secondary School Prinicpals, testified.


HF2559 (Brown) A bill for an act relating to education; removing the wind energy production tax from county apportionment deductions for school districts.

Tom Melcher, Director of Finance, Minnesota Department of Education, provided an explanation of the history of wind energy payments.

Representative Brown moved HF2559 be laid over for possible inclusion in the Omnibus K-12 Education Finance Bill.

Representative Brown, Representative Poppe, Representative Demmer, Joseph Brown, Superintendent, Grand Meadow ISD495, Al Stier, Parent, ISD495 and wind turbine property owner, and Marlin Fay, School Board Member, ISD495, testified.
