MINUTES


Representative Mindy Greiling, Chair of the Committee, called the meeting to order at 2:15PM on February 21, 2007, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF366 (Benson) A bill for an act relating to education finance; increasing equity revenue for districts above the 95th percentile.

Representative Benson, Representative Anderson, Representative Ruud, Dr. Dennis Peterson, Superintendent, Minnetonka Public Schools, and Dr. Bob Ostlund, Superintendent, Wayzata Public Schools, testified

A quorum was present at 2:20pm.

Representative Benson moved HF366 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Public testimony on HF366 was provided by the following individuals:

Jan Witthuhn, Superintendent, Mounds View School District (pro)

Representative Swails moved the minutes of February 20, 2007 be adopted.
THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.


HF349 (Solberg) A bill for an act relating to education finance; authorizing a grant to the McGregor school district to compensate the district for declining enrollment beyond the district's control.


Representative Greiling moved HF349 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Solberg, Rick Herman, Superintendent, McGregor Public Schools and Bret Samples, Director, McGregor Public Schools, testified.


HF1192 (Eken) A bill for an act relating to education finance; creating a new component of general education revenue to support small school districts.

Representative Greiling moved HF1192 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Eken moved to incorporate an oral amendment to HF1192 as follows:

Page 1, line 9, delete ‘small schools’ and insert ‘fixed cost’

Page 1, line 16, delete ‘Small schools’ and insert ‘Fixed cost’

Page 1, line 16, delete ‘small schools’ and insert ‘fixed cost’

Page 1, line 19, delete ‘100’ and insert ‘500’


THE AMENDMENT WAS INCORPORATED.


Representative Eken and Sam Walseth, Director of Legislative Action, MN Rural Education Association, testified.


HF694 (Morgan) A bill for an act relating to education; increasing funding for districts with declining enrollment.

Representative Morgan moved HF694 be laid over for possible inclusion in the Omnibus K-12 Finance Bill.

Representative Morgan, Scott Croonquist, Executive Director, Association of Metropolitan School Districts, and Brad Lundell, Executive Director, Schools for Equity in Education, tesitified.
