MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Wednesday, March 21, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 1017 (Brod)

Representative Brod presented HF 1017, appropriating money for lake cleanup in LeSueur County.

Representative Brod presented the H1017DE1 amendment to HF 1017.

Questions and discussion followed.

Chair Rukavina stated that when a quorum was present, Representative Nornes would move that HF 1017 as amended be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

HF 1716 (Knuth)

Representative Knuth presented HF 1716, appropriating money for infrastructure improvements to New Brighton.

Representative Knuth presented the H1716A1 amendment to HF 1716.

Representative Knuth introduced Steve Larson, Mayor, City of New Brighton, and Dean Lotter, City Manager, City of New Brighton.

Steve Nelson, Mayor, City of New Brighton, introduced himself and provided testimony in support of HF 1716.

Dean Lotter, City Manager, City of New Brighton, introduced himself and provided testimony in support of HF 1716.

A quorum was present.

Representative Nornes moved that HF 1017 be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.

Representative Nornes moved to amend HF 1017 with amendment H1017DE1, attached:
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Nornes renewed his motion that HF 1017 as amended be recommended to pass and be re-referred to the Education Finance and Economic Competitiveness Finance Division.
THE MOTION PREVAILED.

Representative Moe moved that HF 1716 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Moe moved to amend HF 1716 with amendment H1716A1, attached:
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Moe moved to amend HF 1716 as amended with an oral amendment, as follows:

Page 1, line 6, delete "3,000,000" and insert "2,000,000"

Page 1, line 7, delete everything after "development"

Page 1, delete line 8

Page 1, delete line 9 and insert "for deposit into the grant account under Minnesota

Statutes Section 116J.51."

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Rukavina moved that HF 1106 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Rukavina presented HF 1106, appropriating money for the historical preservation of the B'nai Abraham Synagogue in Virginia.

Representative Rukavina introduced Ann Phillips, Friends of B'nai Abraham Synagogue.

Ann Phillips, Friends of B'nai Abraham Synagogue, introduced herself and provided testimony in support of HF 1106.

Michael Blehert, Director, Friends of B'nai Abraham Synagogue, introduced himself and provided testimony in support of HF 1106.

HF 1775 (Sviggum)

Representative Nornes moved that HF 1775 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Sviggum presented HF 1775, providing a grant for utility upgrades and extension for bioscience research part and integrated medicine facility, appropriating money.

Representative Sviggum introduced Paul Perry, Mayor, City of Pine Island; John Pierce, Vice President, Tower Investments, and Abraham Algadi, City Administrator, City of Pine Island.

John Pierce, Vice President, Tower Investments, introduced himself and provided testimony in support of HF 1775.

HF 1641 (Solberg)

Representative Slocum moved that HF 1641 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Solberg presented HF 1641, appropriating money to the Washington Center pilot program for scholarships.

Representative Solberg introduced Michael O'Brien, Director, State Relations, The Washington Center, Washington, DC.

Michael O'Brien, Director, State Relations, The Washington Center, introduced himself and provided testimony in support of HF 1641.

Representative Mahoney moved to amend HF 1641 with an oral amendment, as follows:

Page 1, line 10, after "." insert "Any amount not spent in the first year is available in the

second year. This is a one-time appropriation."

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative McFarland moved that the minutes of March 20, 2007 be adopted. THE MOTION PREVAILED.

HF 2152 (Bly)

Representative Bly moved that HF 2152 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.
