MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:50 P.M. on Wednesday,
February 20, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 2960 (Olin)

Representative Olin presented HF 2960, relating to capital investment; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature; authorizing the issuance of state bonds; appropriating money for the city of Hallock water tower.

Dan Money, City Councilman, City of Hallock, introduced himself and provided testimony regarding HF 2960.

Discussion and questions followed.

Representative Gunther moved that HF 2960 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

HF 2931 (Peterson, A.)

Representative Brynaert moved that HF 2931 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Aaron Peterson presented HF 2931, relating to capital improvements; appropriating money for the Minnesota River Regional Park in Ortonville; authorizing the sale and issuance of state bonds.

David Lang, City Clerk/Administrator, City of Ortonville, introduced himself and provided testimony regarding HF 2931.

Discussion and questions followed.

Representative Brynaert renewed her motion that HF 2931 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

HF 2584 (Peterson, A.)

Representative Slocum moved that HF 2584 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Aaron Peterson presented HF 2584, relating to economic development, appropriating money for a grant to the city of Nassau for a fire station.

Don Wildung, fireman, City of Nassau, introduced himself and provided testimony regarding
HF 2584.

Representative Slocum renewed her motion that HF 2584 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

Representative Bly moved that HF 2575 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Wollschlager presented HF 2575, relating to capital improvements; appropriating money for a biosolids processing facility in the city of Red Wing; authorizing the sale and issuance of state bonds.

Rick Moskwa, Director, Solid Waste, City of Red Wing, introduced himself and provided testimony regarding HF 2575.

Representative Bly renewed his motion that HF 2575 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

HF 2578 (Sertich)

Representative Poppe moved that HF 2578 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Sertich presented HF 2578, relating to capital investment; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature; authorizing the issuance of state bonds; appropriating money for a grant to the city of Floodwood for business park development.

Representative Poppe renewed her motion that HF 2578 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

HF 2449 (Sertich)

Representative Severson moved that HF 2449 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Sertich presented HF 2449, relating to capital improvements; appropriating money for the Hibbing Memorial Building; authorizing the sale and issuance of state bonds.

Robert Ballentine, City of Hibbing, introduced himself and provided testimony regarding

Daniel Courneya, City of Hibbing, introduced himself and provided testimony regarding
HF 2449.

HF 2910 (Solberg)

Representative Clark moved that HF 2910 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Solberg presented HF 2910, relating to capital improvements; appropriating money for the North Central Technology Laboratories facility.

Kirk Bustrom, Director, Itasca Technology Exchange, introduced himself and provided testimony regarding HF 2910.

Representative Clark renewed her motion that HF 2910 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

HF 2692 (Haws)

Representative Haws moved that HF 2692 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Haws presented HF 2692, relating to capital investment; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature; authorizing the issuance of state bonds; appropriating money for expansion of the St. Cloud Civic Center.

HF 2692.

Dick Anfang, Minnesota State Building and Construction Trades Council, assisted Mayor Kleis.

Discussion and questions followed.

Representative Haws renewed his motion that HF 2692 be recommended to pass and be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

Representative Slocum moved that the minutes of February 18, 2008 be adopted. THE MOTION PREVAILED.
