MINUTES


Representative Tom Rukavina, Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Thursday,
February 14, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Chair Rukavina welcomed everyone and gave an overview of the agenda.

Chair Rukavina invited Robert Bruininks, President, University of Minnesota, to begin his presentation on the University of Minnesota's capital bonding request.

President Bruininks introduced himself and began his presentation of the University of Minnesota capital bonding request.

Representative Severson moved that the minutes of June 28, 2007 be adopted. THE MOTION PREVAILED.

Representative Dettmer moved that the minutes of February 12, 2008 be adopted. THE MOTION PREVAILED.

President Bruininks continued his presentation of the University of Minneost capital bonding request including a video presentation of the projects.

Chair Rukavina asked Representative Greiling to present HF 262.

Representative Moe moved that HF 262 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Greiling presented HF 262, a bill relating to capital improvements; appropriating money for the Wildlife Rehabilitation Center of Minnesota, authorizing the sale and issuance of state bonds.

Representative Greiling introduced Philip Jenni, Executive Director, Wildlife Rehabilitation Center of Minnesota.

Philip Jenni, Executive Director, Wildlife Rehabilitation Center of Minnesota, introduced himself and provided testimony regarding HF 262.

Discussion and questions followed.

Representative Moe renewed his motion that HF 262 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Chair Rukavina asked Representative Bly to present HF 2557.

Representative Bly moved that HF 2557 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Representative Bly presented HF 2557, a bill relating to capital investment; authorizing spending to acquire and better public land and buildings and other improvements of a capital nature; authorizing the issuance of state bonds; appropriating money for daily facilities at the University of Minnesota West Central Research and Outreach Station.

Representative Bly renewed his motion that HF 2557 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill.

Chair Rukavina asked Representative Hausman to present HF XXXX.

Representative Hausman presented HF XXXX, a bill relating to capital investment; establishing a biomedical science research facilities funding program for the University of Minnesota; appropriating money.

Representative Hausman invited President Bruininks and Dr. Frank Cerra, Senior Vice President, University of Minnesota Medical School, to assist in the presentation.

President Bruininks provided testimony regarding HF XXXX.

Chair Rukavina moved that all Minnesota State Colleges and Universities (MnSCU) bills from the February 12, 2008 agenda be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

Chair Rukavina moved that HF 2761 and HF 1964 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bonding bill. THE MOTION PREVAILED.

President Bruininks provided further testimony on the University of Minnesota's capital bonding request.

Representative Hausman provided further testimony on HF XXXX.


The meeting was adjourned at 2:15 P.M.
