MINUTES


Representative Jeanne Poppe, Vice Chair of the Higher Education and Work Force Development Policy and Finance Division, called the meeting to order at 12:35 P.M. on Tuesday, March 13, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

HF 1252 (Murphy)

Representative Murphy moved that HF 1252 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Murphy presented HF 1252, appropriating money for transition services for deaf, hard-of-hearing, and deaf-blind students.

Representative Murphy introduced Greta Palmberg, Transition Specialist, VECTOR Transition Services; Sandy Lewandowski, Superintendent, Intermediate School District 287; and Martha Davies, Student, VECTOR Transition Services.

Greta Palmberg, Transition Specialist, VECTOR Transition Services, introduced herself and provided testimony in support of HF 1252.

Martha Davies, Student, VECTOR Transition Services, introduced herself and provided testimony in support of HF 1252.

Sandra Lewandowski, Superintendent, Intermediate School District 287, introduced herself and provided testimony in support of HF 1252.

Representative Murphy restated motion that HF 1252 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Murphy moved to amend HF 1252 as follows:

Page one, line 6, delete "health" and insert "employment and economic development"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Murphy renewed her motion that HF 1252 as amended be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

HF 1338 (Brynaert)

Representative Brynaert moved that HF 1338 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance Division omnibus bill.

Representative Brynaert moves that HF 1338 be amended with amendment A07-0153, attached.
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Brynaert presented HF 1338 as amended, appropriating money for extended employment services for eprsons with disabilities; establishing the purpose and need for extended employment services.

Representative Brynaert introduced Steve Ditschler, CEO, ProAct.

Steve Ditschler, CEO, ProAct, introduced himself and provided testimony in support of HF 1338.

HF 254 (Mahoney)

Representative Mahoney moved that HF 254 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance omnibus bill.

Representative Mahoney presented HF 254, appropriating money for job training programs.

Representative Mahoney introduced Mike Bingham, CEO, Twin Cities RISE!; Andre Corbett, Student, Twin Cities RISE!, and Henry Todd Van Dellen, lobbyist, Twin Cities RISE!.

Mike Bingham, CEO, Twin Cities RISE!, introduced himself and provided testimony in support of HF 254.

Vice Chair Poppe recognized 9th grade students from St. Louis Park High School who were in attendance as part of the Minesota Historical Society Capitol Historic Site's "Voice of the People: Your Role in Minnesota Government" tour and educational program.

Andre Corbett, Student, Twin Cities RISE!, introduced himself and provided testimony in support of HF 254.

Representative Mahoney renewed his motion that HF 648 be recommended to pass and be placed on the General Register.

Representative Mahoney withdrew his amendment A07-0179.

Representative Mahoney moved to amend HF 648 with amendment A07-0289, attached.

Lee Nelson, Director, Legislative Affairs, Department of Employment and Economic Development, provided testimony in support of amendment A07-0289.

HF 1430 (Clark)

Representative Clark moved that HF 1430 be held over for possible inclusion in the Higher Education and Work Force Development Policy and Finance omnibus bill.

Representative Clark presented HF 1430, allowing grants-in-aid to workforce development intermediaries.

Carrie Thomas, Policy Director, Jobs Now Coalition, introduced herself and provided testimony in support of HF 1430.
