MINUTES


Representative Mary Murphy, Chair, called the fifth meeting to order at 4:00 p.m. on Monday, February 19, 2007 in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Murphy called the meeting to order at 4:00 p.m.

A quorum was present at 4:09 p.m.

Terry Lydell of Andover, President of the Minnesota Association of Alternative Programs (MAAP), testified to who MAAP and their foundation.

Ryan Tantilla of Cokato, Alternative Learning Center graduate, testified to his experiences in high school and with the Phoenix Learning Center in Buffalo, Minnesota.

Brad Englund of Minneapolis, Executive Director of the Metropolitan Federation of Alternative Schools (MFAS), testified to who MFAS is, their foundation and the qualifications for entrance in to the programs.

Katrina Blankenship of Minneapolis, Student at Plymouth Youth Center (PYC) Alternative School, testified to her experiences with PYC.

Eugene Piccolo of Saint Paul, Executive Director of the Minnesota Association of Charter Schools (MACS), testified to who MACS is, the statistics regarding charter schools in Minnesota, how charter schools can be founded, and what the structure of a charter school looks like.

Amber Johnson of South Saint Paul, Jennings Experiential High School graduate, testified to her experiences at South Saint Paul High School, South Saint Paul Learning Center, the charter school and with project-based learning.

Terry Lydell testified to MAAP's concerns with the proposed P-16 initiative.

Jenna Tantilla of Cokato, Alternative Learning Center graduate, testified to her experiences with the Phoenix Learning Center and her problems enrolling in the Post-Secondary Enrollment Options.

Terry Lydell testified to MAAP’s concerns with the structure of the Minnesota Department of Education and praised the dedicated individuals who work at the Department.

Brad Englund testified to MFAS’s hopes for cooperation with the Minnesota Department of Education.

Eugene Piccolo testified to MACS’s concerns and frustration with the structure of the Minnesota Department of Education.

Terry Lydell, Brad Englund, and Eugene Piccolo fielded questions from the committee.

Ryan Tantilla responded to questions from the committee.

Amber Johnson responded to Chair Murphy’s question.

Jenna Tantilla responded to Chair Murphy’s question.

Katrina Blankenship responded to Chair Murphy’s question.
