Representative Carlson, Chair of the Finance Committee, called the meeting to order at 12:01 P.M. on Tuesday, September 11, 2007, in Room 200 of the State Office Building.
The Committee Legislative Assistant noted the roll.

Rep. Garofalo moved approval of the minutes of Monday, May 14, 2007. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.
Former Rep.Steve Sviggum was appointed by Governor Pawlenty as the new Commissioner of the Minnesota Department of Labor and Industry (DLI), effective July 17, 2007.
Due to the vacancy of Rep. Steve Sviggum leaving the Committee on Finance, Rep. Pat Garofalo has been named the Republican lead and Rep. Bud Heidgerken has been appointed to the committee.
Rep. Pelowski explained the 2007 Disaster Relief Working Document SC5611-5. (See attached SC5611-5).
Kathy Novak, House Research, responded to questions regarding the 2007 Disaster Relief Working Document SC5611-5.

Chair Carlson moved to adopt the spreadsheet labeled HF __ - Disaster Relief and dated to 9/11/2007, 12:35 PM, Marx. The numbers in the spreadsheet are an update the 2007 Disaster Relief Working Document SC5611-5. THE MOTION PREVAILED. THE SPREADSHEET WAS ADOPTED.
Chair Carlson recessed the meeting at 1:25 P.M.
Chair Carlson reconvened the meeting at 3:18 P.M.
Chair Carlson made announcements regarding our pending schedule for the day. Negotiations are continuing on the 2007 Disaster Relief Working Document SC5611-5.
Chair Carlson recessed the meeting at 3:20 P.M.
In obedience to the Proclamation of the Honorable Tim Pawlenty, Governor of the State of Minnesota, summoning the two houses of the Legislature to meet in Special Session, the members of the House of Representatives assembled in the Chamber of the House of Representatives at the Capitol in Saint Paul on Tuesday, the eleventh day of September 2007 at 5:00 p.m.
Chair Carlson reconvened the meeting at 9:22 P.M.
Chair Carlson moved the new 2007 Disaster Relief Revisor Draft Document 08-4388 to be introduced as Special Session H.F. 1. (See attached 2007 Disaster Relief Revisor Draft Document 08-4388)

Rep. Rukavina moved to amend 2007 Disaster Relief Revisor Draft Document 08-4388. (See attached amendment AN-A10).
Paul Moe, Deputy Commissioner, Department of Employment and Economic Development, (DEED), responded to questions regarding Amendment AN-A10.
Rep. Rukavina withdrew Amendment AN-A10.
Rep. Juhnke moved to incorporate the following amendment to 2007 Disaster Relief Revisor Draft 08-4388, as follows:
Page 4, line 2, strike "rural"
THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
Chair Carlson renewed the motion that the 2007 Disaster Relief Revisor Draft Document
08-4388 Disaster Relief, as amended, be introduced as Special Session H.F. 1. THE MOTION PREVAILED.
