Representative Carlson, Chair of the Finance Committee, called the meeting to order at 10:15 A.M. on Monday, March 5, 2007, in Room 200 of the State Office Building.

Rep. Kahn moved adoption of the State Government Finance Division Report on HF163 First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0163.1.pdf. THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

HF163 (Huntley) Duluth post employment benefits accounts authorized to pay benefits to retired employees and to generate revenue dedicated to meet certain city obligations.

Rep. Huntley moved that HF163 First Committee Engrossment be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF9 (Juhnke) Dairy investment income and corporate franchise tax credit provided for qualifying investments in dairy operations.

First Committee Engrossment. (See language at http://wdoc.house.leg.state.mn.us/leg/LS85/CEH0446.1.pdf). THE MOTION PREVAILED AND THE DIVISION REPORT WAS ADOPTED.

HF446 (Kahn) Outdoor light pollution restricted.

Rep. Kahn moved that HF446 First Committee Engrossment be moved with no recommendation and re-referred to the Committee on Local Government and Metropolitan Affairs. THE MOTION PREVAILED.

HF685 (Slawik) Preschool program and home visiting program for children diagnosed with mental illness or development delays funding provided, and money appropriated.
HF976 (Slawik) After-school community learning grant program established, and money appropriated.
HF1264 (Eastlund) Early childhood education access grants contribution and early childhood educational expenses income tax credit authorized.
HF989 (Hilstsrom) Open enrollment students authorized to participate in academic courses and extracurricular and cocurricular activities on the same basis as resident district students.
HF101 (Demmer) Agricultural land excluded from the tax base for school bonded debt levies.
HF521 (Heidgerken) Veteran's Day paid day off provided to veterans employed by school districts, Veteran's Day educational instruction required, and private employers encouraged to grant paid holiday to veterans.
