Representative Kent Eken, Chair, called the meeting to order at 4:27 P.M. on Thursday, February 28th, 2008, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

HF 3437 (Moe) Star lake or river designation process provided, Star Lake Board created as nonprofit corporation, star lake or river signs allowed on highways, and money appropriated.

Representative Moe moved HF 3437 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

HF 2737 (Anzelc) Wetland bank credit authorized under certain state-held conservation easements.

Chair Eken moved HF 2737 be recommended to pass.

Chair Eken moved the A08-1187 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF 3238 (Gardner) Sustainable water use provided; conservation rate structures, emergency management plan, contaminated well disclosure, and information sharing required, and ombudsman created, fees increased, and advisory committee expiration date extended.

Representative Gardner moved HF 3238 be recommended to pass and be re-referred to the Committee on Local Government and Metropolitan Affairs.

Representative Gardner moved the H3238DE1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF 3068 (Dill) Snowmobile registration and sticker expiration date provided, temporary permit effective period extended for snowmobiles, off-highway motorcycles, all-terrain vehicles, and watercraft, and temporary permit information requirements modified.

Representative Dill moved HF 3068 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

Representative Dill moved an oral amendment to HF 3068 as follows:
On page 4 after line 4.24, insert:
"(c) A temporary registration permit issued by a dealer under section 84.82, subdivision 2, may include a snowmobile state trail sticker if the trail sticker fee is included with the registration application fee."

Representative Dill moved HF 3281 be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice.

Representative Dill moved and oral amendment to HF 3281, as amended, as follows:
On line 1.5 delete "14" and insert "30"
On line 1.7 delete "14" and insert "30"

Bob Meier, Minnesota Department of Natural Resources, testified on HF 3281.

Representative Dill renewed his motion that HF 3281 be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice.

HF 3284 (Dill) Voyageurs National Park; State employees prohibited from enforcing federal laws in navigable waters.

Representative Dill moved that HF 3284 be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice.

Representative Dill moved and oral amendment to HF 3284 as follows:
On line 1.7 after "laws" insert "pertaining to the use of all-terrain vehicles, snowmobiles, or aircraft".
