MINUTES


Representative Kent Eken, Chair, called the meeting to order at 4:14 P.M. on Tuesday, March 13th, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Olin moved approval of the minutes of March 12th, 2007. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF 593 (Juhnke) Public waters wetlands access restrictions modified.

Chair Eken moved HF 593 be recommended to pass and be re-referred to the Committee on Finance.

Chair Eken moved the H0593A1 amendment.

Chair Eken moved an oral amendment to the H0593A1 amendment as follows:
On line 1.4 delete "13" and insert "12".
On line 1.4 delete the word "period" and insert the word "comma".
On line 1.4 delete "by posting a sign" and insert "as posted by the landowner".
THE AMENDMENT WAS INCORPORATED.

Chair Eken renewed his motion to pass the H0593A1 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken renewed his motion that HF 593, as amended, be recommended to pass and be re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF 1935 (Ozment) Wetland conservation provisions modified, rulemaking required, and money appropriated.

Representative Ozment moved HF 1935.

Dave Weirens, Board of Water and Soil Resources, testified on HF 1935.

Chair Eken laid HF 1935 on the table.

HF 1343 (Hansen) Wetland replacement requirements and agency service requirements modified, civil enforcement provided, and money appropriated.

Representative Hansen moves HF 1343 be recommended to pass and be re-referred to the Committee Local Government and Metropolitan Affairs.

Representative Hansen moved the A07-300 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken recessed the committee at 4:45 P.M.

Chair Eken reconvened the committee at 5:31 P.M.

Representative Hansen moves an oral amendment to HF 1343, as amended, as follows:
On lines 1.18, 1.19, and 1.20 delete "grants or".
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hansen moves an oral amendment to HF 1343, as amended, as follows:
Delete lines 18.27 through 19.19.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Ozment moved an oral amendment to HF 1343, as amended, as follows:
On line 2.24 delete the second "or" and insert "of".
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

HF 1930 (Hansen) Local water management accountability and oversight improvement provided, and money appropriated.

Representative Hansen moved that HF 1930 be recommended to pass and be re-referred to the Committee on Local Government and Metropolitan Affairs.

HF 1116 (Dill) Game and fish definitions, fees, license and stamp provisions, and possession and taking provisions modified; apprentice hunter validation provided; and criminal and civil penalties imposed.

Representative Dill moved HF 1116, the 1st committee engrossment, be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

Ed Boggess, Minnesota Department of Natural Resources, answered questions from the Committee on HF 1116.

Chair Eken moved the H1116A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Thao moved the A07-0298 amendment.

Representative Thao moved an oral amendment to the A07-0298 amendment as follows:
On line 1.7 delete "31" and insert "15".
THE AMENDMENT WAS INCORPORATED.

Representative Cornish moved an oral amendment to the A07-0298 amendment as follows:
On line 1.7 after crossbow add "during the regular rifle or muzzleloader season".
THE MOTION PREVAILED.

Representative Cornish moved an oral amendment to the A07-0298 amendment as follows:
On line 1.17 after poaching add "or other hunting problems".
THE MOTION PREVAILED.

Representative Thao renewed his motion to pass the A07-0298 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Dill renewed his motion that HF 1116, as amended, be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, Reform, and Elections. THE MOTION PREVAILED.

HF 1016 (Hansen) Forest pest control measures provided.

Representative Hansen moved HF 1016 be removed from the table. THE MOTION PREVAILED.

Representative Hansen moved the H1016A2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hansen moved that HF 1016 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections. THE MOTION PREVAILED.
