MINUTES


Representative Kent Eken, Chair, called the meeting to order at 9:41 A.M. on Monday, March 12th, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Brynaert moved approval of the minutes of March 8th, 2007. THE MOTION PREVAILED AND THE MINUTES ARE APPROVED.

HF 278 (Hansen) Deer license surcharge imposed for deer management and reimbursing the cost of processing deer donated for charitable purposes, and money appropriated.

Representative Hansen moves that HF 278 be recommended to pass and be re-referred to the Committee on Finance.

Representative Hansen moved the A07-0114 amendment.

Ed Boggess, Minnesota Department of Natural Resources, and Kevin Elfering, Minnesota Department of Agriculture answered questions on the A07-0114 amendment.

Representative Hansen renewed his motion to pass the A07-0114 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Tom Keliher, Minnesota Deer Hunters Association, answered questions from the committee on HF 278.

Representative Hackbarth requested a roll call vote. The results were as follows:

HF 1183 (Loeffler) Community forest management provided and forest and shade tree pest control provided.

Chair Eken moved that HF 1183 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

David Zumeta, Minnesota Forest Resources Council, answered questions from the committee on HF 1183.

Representative Dill moved an oral amendment to HF 1183 as follow:
On page 11, after line 34, insert:
Sec. 5 APPORPRIATION
"$_____is appropriated to the Forest Resources Council for the purposes of Section 34."
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Chair Eken renewed his motion that HF 1183, as amended, be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections. THE MOTION PREVAILED.

HF 631 (Anzelc) Natural resources department sales authority modified, forest resource assessment products and services account established, decorative boughs provisions modified, sustainable resources provision expiration removed, and money appropriated.

Chair Eken moved that HF 631 be recommended to pass and be re-referred to the Committee on Finance.

Chair Eken moved an oral amendment to HF 631 as follows:
Strike Section 5 and Section 6.
THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Bob Tomlinson, Minnesota Department of Natural Resources answered questions from the committee on HF 631.

Chair Eken renewed his motion that HF 631, as amended, be recommended to pass and be re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF 1016 (Hansen) Forest pest control measures provided.

Representative Hansen moved HF 1016 be recommended to pass and be re-referred to the Committee on Government Operations, Reform, Technology, and Elections.

Bob Meier, Minnesota Department of Natural Resources, and Gier Friisoe, Minnesota Department of Agriculture, answered questions on HF 1016.

Representative McNamara moved the A07-0237 amendment.

Representative Moe moved an oral amendment to the A07-0237 amendment as follows:
On line 1.20 and 2.11 strike "county or" and on line 1.21 and 2.12 strike "county and".
THE MOTION DID NOT PREVAIL.

Representative McNamara renewed his motion to pass the A07-0237 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Hackbarth moved and oral amendment to HF 1016 as follows:
On line 2.9 delete "a petty misdemeanor or penalty" and add "civil fine up to $250".

Representative Hansen moved to lay HF 1016 on the table. THE MOTION PREVAILED.

HF 1035 (Solberg) Itasca County; tax-forfeited land assurance fee exemptions provided for certain exchanged land.

Representative Dill moved that HF 1035 be recommended to pass and be re-referred to the Committee on Finance. THE MOTION PREVAILED.

HF 904 (Dill) Land acquisition, land owners' bill of rights, and mineral interest record requirements modified; state park additions and deletions provided; and public and private sales and conveyances of state lands authorized.

Representative Dill moved that HF 904 be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice.

Representative Dill moved the A07-0251 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Kathy Lewis, Minnesota Department of Natural Resources, answered questions on HF 904.

Representative Dill renewed his motion that HF 904, as amended, be recommended to pass and be re-referred to the Committee on Public Safety and Civil Justice. THE MOTION PREVAILED.

HF 632 (McNamara) Vermillion Highlands Wildlife Management Area designated.

Representative McNamara moved that HF 632 be recommended to pass and be re-referred to the Committee on Finance.

Representative Dill moved and oral amendment to HF 632 as follows:
On line 2.3 strike "American and international".
THE MOTION PREVAILED.

Representative McNamara renewed his motion that HF 632, as amended, be recommended to pass and be re-referred to the Committee on Finance. THE MOTION PREVAILED.
