MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, unofficially called the twenty-ninth meeting to order at 1:17 PM on Friday, February 29, 2008, in Room 10 of the State Office Building.

The Committee Legislative Assistant noted the roll:

Rep. Mariani informed members that they each have a copy of the final report of the Special Education Task Force (handout).

HF 2783 (Swails) - A bill for an act relating to education; establishing a P-20 education partnership; proposing coding for new law in Minnesota Statutes, chapter 127A.

HF 2625 (Slocum) - A bill for an act relating to education; requiring statewide P-16 education partnerships to include legislators.

Rep. Swails presented HF 2783 and HF 2625.
Handouts: "The P-16 Council" and "College and "Career Readiness Initiatives: P-16"

Chair Mariani officially called the hearing to order at 1:26 PM. A quorum was present.

Rep. Swails moved that HF 2783 be recommended to pass, and re-referred to the committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Slawik moved the H2783A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Slocum moved the H2783A3 amendment. THE MOTION DID NOT PREVAILED.

Rep. Slocum moved the following oral amendment:

Page 2 Line 17, after “organizations" insert “or the chief executive's designee"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Swails moved the following oral amendment:

Page 2, Line 14, delete “and"
Page 2, Line 15, delete the period and insert “; and" insert a new line “(26) one member of the Perpich Center for Arts Education" and reorder the numbers.

THE MOTION DID NOT PREVAIL. THE AMENDMENT WAS NOT ADOPTED.

Questions and discussion followed.

Rep. Swails renewed her motion that HF 2657 be recommended to pass, as amended, and referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division. THE MOTION PREVAILED.

HF 3262 (Brynaert) - A bill for an act relating to education; providing an alternative school start date in 2009 and 2010.

Chair Mariani moved the HF 3262 be recommended to pass and re-referred to the committee on Finance, with a recommended re-referral to the Higher Education and Workforce Development Division.

Rep. Brynaert presented HF 3262.

Rep. Dittrich moved the following oral amendment:

Page 1, line 6 delete “September 1 in 2009"
Page 1, line 7 delete “and 2010" and insert “August 31 in the 2009-2010 school year and on or after August 30 in the 2010-2011 school year"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Mariani renewed his motion that HF 3262, as amended, be recommended to pass, and referred to the committee on Finance, with a recommended re-referral to the Higher Education and Workforce Development Division. THE MOTION PREVAILED.

HF 3181 (Benson) - A bill for an act relating to education; clarifying, amending, and repealing certain education provisions; analyzing state and district reporting systems; amending Minnesota Statutes 2006, sections 205A.03, subdivision 1; 205A.06, subdivision 1a; Minnesota Statutes 2007 Supplement, section 123B.143, subdivision 1; repealing Minnesota Statutes 2006, section 120A.40.

Rep. Benson moved that HF 3181 be recommended to pass.

Rep. Benson moved the following oral amendment:

Page 3, Line 12, delete “2008" and insert “2009"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Benson presented HF 3181.

There was a discussion about to which committee bill would be re-referred.

Rep. Benson renewed his motion that HF 3181 be recommended to pass and referred to the committee on Governmental Operations, Reform, Technology, and Elections. THE MOTION PREVAILED.

The hearing was adjourned at 3:06 PM.
