MINUTES


Representative Carlos Mariani, Chair of the E-12 Education Committee, unofficially called the twenty-third meeting to order at 1:17 PM on Friday, March 23, 2007, in Room 10 of the State Office Building.


The Committee Legislative Assistant noted the roll:

A quorum was not present.

Due to time constraints for the testifiers, testimony on behalf of HF 2148 (Clark) was given by:

Chair Mariani officially called the meeting to order at 1:30PM. A quorum was present.

Rep. Dittrich moved the minutes for March 20, 2007 and March 22, 2007. THE MOTION PREVAILED. THE MINUTES WERE ADOPTED.

SF 13 (Greiling)— A resolution memorializing the President and Congress to carry through on their pledge to fund 40 percent of special education costs.

Rep. Greiling moved that SF 13 be recommended to pass and be placed on the General Register.

Questions and discussion followed.

Rep. Greiling renewed her motion that SF 13 be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.


HF 258 (Greiling)— A resolution memorializing Congress to offer greater flexibility to states and fully fund the No Child Left Behind Act as part of its reauthorization.

Rep. Greiling moved that HF 258 be recommended to pass and be placed on the General Register.

Rep. Greiling presented HF 258.

Questions and discussion followed.

Rep. Greiling renewed her motion that HF 258 be recommended to pass and be placed on the General Register.


HF 1319 (Tillberry) -A bill for an act relating to education; establishing a pilot program to explore the development of a regional center for visual arts; appropriating money.

Rep. Tillberry moved that 1319 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Tillberry presented HF 1319.

HF 2008 (Clark) -A bill for an act relating to education; integrating instruction about the contributions of Minnesota American Indian tribes and communities into student learning and teacher preparation and licensing requirements; establishing committees on American Indian education programs; amending Minnesota Statutes 2006, sections 120B.021, subdivision 1; 120B.024; 122A.09, subdivision 4; proposing coding for new law in Minnesota Statutes, chapter 124D.

Chair Mariani moved that HF 2008 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Chair Mariani moved the A07-0420M amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Clark presented HF 2008, as amended.

HF 2148 (Clark) -A bill for an act relating to public health; creating a pilot project to make Minneapolis schools fragrance-free.

Chair Mariani moved that HF 2148 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the Public Health and Housing Policy and Finance Division.

Chair Mariani moved the HDA-044 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Clark presented HF 2148, as amended.

HF 1694 (Davnie) - A bill for an act relating to education; providing for teacher training to better integrate the use of learning technologies into K-12 classrooms; appropriating money.

Rep. Davnie moved that HF 1694 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Davnie presented HF 1694.

HF 1853 (Benson) -A bill for an act relating to education; clarifying that reading instruction must support children with dyslexia and related language disorders; amending Minnesota Statutes 2006, sections 122A.06, subdivision 4; 122A.18, subdivisions 2a, 2b.

Rep. Benson moved that HF 1853 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the K-12 Finance Division.

Rep. Benson moved the H1853DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Benson presented HF 1853, as amended.
