Representative Carlos Mariani, Chair of the E-12 Education Committee, called the fifteenth meeting to order at 8:07 AM on Tuesday, March 6, 2007, in the basement hearing room of the State Office Building.

A quorum was present.

Dr. Mike Miller, Dean, College of Education, Minnesota State Mankato University, gave a brief presentation about the Minnesota Association of Colleges for Teacher Education (MACTE) program.

HF 796 (Murphy, E.) A bill for an act relating to human services; establishing a family, friend, and neighbor grant program to promote children's early literacy, healthy development, and school readiness, and to foster community partnerships to promote children’s school readiness; appropriating funds.

Chair Mariani moved that HF 796 be recommended to pass and re-referred the Committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division.

Rep. E. Murphy presented HF 796.

Chair Mariani moved a technical oral amendment to HF 796 as follows:

Page 3, Line 6, delete "2007" and insert "2008" and delete "2008" and insert “2009".

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF 1089 (Peterson, S.) - A bill for an act related to child care; improving the quality of child care and expanding the professional development of child care practitioners; appropriating money; coding for new law in Minnesota Statutes, chapter 136A.

Rep. S. Peterson moved that HF 1089 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the Early Childhood Learning Finance Division.

Rep. S. Peterson moved the H1089DE1 delete-all amendment to HF 1089. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Chair Dittrich moved that HF 814 be recommended to pass and re-referred to the Committee on Finance, with a recommended re-referral to the Higher Education and Workforce Development Finance Division.

Chair Dittrich moved the H0814A2 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
