MINUTES



Representative Sheldon Johnson, Chair of the Telecommunications Regulation and Infrastructure Division, called the ninth meeting to order at 8:12 A.M. on March 23, 2007, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Johnson called the meeting to order at 8:12 A.M. A quorum was present.


Representative Hoppe moved approval of the minutes of March 16, 2007.
THE MOTION PREVAILED AND THE MINUTES APPROVED.


HF2107 (Masin) Telecommunications goals provided, and broadband policy director and advisory board established.

Representative Masin moved HF2107 be before the committee.

Testifiers:
Ruthe Batulis, President, Northern Dakota County Chambers of Commerce.

Tom Garrison, City of Eagan, liaison to the Eagan Technology Working Group.

A handout "City of Eden Prairie, Hennepin County, Minnesota" was given to division members.

Jim Moeller, Moeller Ventures, home-based businessman and technology market research consultant.

Dr. John Scanlan, Medical Director, Blue Cross, Blue Shield of Minnesota.

A handout "Blue Cross, Blue Shield of Minnesota" was given to division members.

Ruthe Batulis, President, Northern Dakota County Chambers of Commerce, follow up from Eagan based companies.

Tom Garrison, City of Eagan, liaison to the Eagan Technology Working Group, follow up.


Steven Chavez, International business law attorney, home-based businessman, and
Vice Chair Eagan Planning Commission.


Representative Johnson moved that HF 2107 be laid on the table.
THE MOTION PREVAILED.


HF XXX (Johnson) amending regulation of cable communications systems.

Continuing testimony was presented on HF XXX.

Testifiers:
Randall Young, Minnesota Association for Rural Technology.

A handout "Coalition of Greater Minnesota Cities" was given to division members.

A handout folder “ 12" was given to division members.

Cheryl Morgan-Spencer, Minneapolis Urban League.

Representative Thissen asked for follow up information from Cheryl Morgan-Spencer and requested follow up information.

Greg Moore, Northwest Suburbs Cable Communications Commission.

Tim Finnerty, Executive Director, Ramsey/Washington Cable Commission.

A handout “Video Resolution and Relative Screen Size" was given to division members.

Pete Rhodes, President, WRNB Cable Music Channel.

Duane Reed, President, Minneapolis NAACP.

Bill Jensen, Regional Vice President, Media Com.

Tony Mendosa, Counsel, Minnesota Cable Communications Association.

Mike Martin, Executive Director, Minnesota Cable Communications Association.

Ron Elwood, staff attorney, Legal Aid.


Next meeting will be Friday, April 13, 2007.

The meeting was adjourned at 9:35 A.M.
